Description
The US Army Corps of Engineers, Engineer Research and Development Center, Vicksburg, MS intends to issue a solicitation that will result in one (1) Firm-Fixed-Price (FFP) Contract. The purpose of this procurement is to furnish and install all supplies, supervision, labor, materials, tools and equipment, safety, quality control, mobilization and demobilization to perform a repair by replacement of specified refrigeration equipment at the Ice Engineering Facility (IEF) Research Area (RA) at the US Army Corps of Engineers Cold Regions Research and Engineering Laboratory (CRREL), Hanover, New Hampshire.�� This procurement will be 100% Small Business Set-Aside. The North American Industry Classification System (NAICS) Code is 333415 (Air-Conditioning and Warm Air Heating Equipment and Commercial and Industrial Refrigeration Equipment Manufacturing) with a Small Business Size Standard of 1,250 Employees.� A draft Description of Requirement is attached. SITE VISIT SCHEDULED: A one-time site visit will be held to accommodate vendors. (a) Offerors are urged and expected to inspect the site where the work will be performed. (b) An organized site visit has been scheduled for� 9:00 AM Eastern Daylight Time (EDT) on 27 October 2020. (c) Participants will meet at� US Army Corps of Engineers Cold Regions Research and Engineering Laboratory (CRREL) 72 Lyme Road, Hanover, NH 03755-1290 All potential vendors must confirm attendance in writing of all individuals planning to attend by email to leah.b.cobb@usace.army.mil not later than 13:00 Eastern Daylight Time (1:00 PM) on Monday 26 October 2020: 1. All potential vendors visiting from outside of New England must adhere to New Hampshire's Essential Work status exemption (fly in, go to hotel, remain isolated in hotel except for essential work, i.e., the site visit, leave promptly on completion of work). 2. All potential vendors visiting from outside of New England are very strongly encouraged to obtain a COVID-19 test within 1 week of the visit. 3. All potential vendors, regardless of originating location, must report negative symptoms the morning of the site visit, not have a temperature >100�F, and affirm that they have had no known contact with a COVID-19 positive individual. Vendors will only be admitted on site if these are satisfactory per guidelines. 4. A maximum of two employees per potential vendor (exceptions possible with valid justification) may attend the site visit. 5. All potential vendors must arrive wearing compliant face masks, i.e. properly fitted N95, cloth, or surgical masks. Neck gaiters, bandanas or masks with breathing valves are not acceptable. Noses and mouths must be covered at all times while on-site. 6. Site visit will be limited to the IEF 1st Floor, Basement, and surrounding grounds. Source selection will be made to the responsible offeror with the best overall value to the Government considering technical, past performance, and price. Solicitation will be issued on or about 19 October 2020.� Estimated receipt of proposals will be 30 days after the issuance of the solicitation. Actual dates will be reflected in the solicitation. Prospective offerors will have access to the solicitation at Federal Business Opportunities (www.beta.sam) by searching for the solicitation number, W913E521R0001.� Offerors are encouraged to check the website frequently in order to be notified of any changes to the solicitation. The Government will not provide written paper copies of the solicitation.� Telephone, written, facsimile, or e-mail requests for the solicitation package will not be honored. Any entity wishing to do business with the federal government must have an active SAM registration (https://www.sam.gov) in order to be eligible to receive contract awards or payments.
