- Description
- There are two key objectives for this work: Objective 1 � WAP Grantee Administrative Training. The first objective is to select one Subcontractor to support NREL in the development of online administrative training for WAP Grantees. These trainings will assist Grantee professionals in managing weatherization programs more effectively and efficiently, with the goal of increasing quality of program outcomes. Project deliverables will include training, resources, communication strategies, and program recommendations. The online training will provide resources for Grantee administrative staff to orient new and existing staff to program requirements, provide consistent frameworks for various WAP processes, and complement existing training resources provided by Weatherization Training Centers, the National Association for State Community Service Providers (NASCSP), and others. Training will cover 10 Code of Federal Regulation (CFR) 440, relevant aspects of 2 CFR 200, WAP State Plan development, fiscal management, monitoring, and compliance. The Subcontractor will need to demonstrate experience developing training curriculum, familiarity with the WAP, and proficiency working with stakeholder groups. Objective 2 � WAP Financial Toolkit Training. The second objective is to select one Subcontractor to support NREL in the development of online training based on the Weatherization Financial Toolkit (https://www.energy.gov/eere/wap/downloads/wap-memorandum-015-weatherization-financial-toolkit-2-cfr-200-regulations-and). The Toolkit provides a detailed explanation of budgetary systems, including a comprehensive overview of financial management systems, protocols, regulations, and procedures for the WAP. It was originally designed to assist Grantees with providing effective financial management training to the WAP network and is also applicable to the Subgrantee audience.
