- Request for Information For Family of Boats and Motors (FoBaM) Outboard Motors � 1.�Scope.� This Request for Information describes the specifications for outboard motors to be used with existing Army inflatable craft.� The motors and inflatable craft are designed to provide performance and stability to support maritime operations. 2.�Applicable Documents. 2.1.�Government Documents. 2.2.�Order of Precedence.� In the event of a conflict between the text of this document and the references cited herein (except for associated detail specifications, specification sheets, or Military Specification standards), the text of this specification shall take precedence.� Nothing in this document, however, shall supersede applicable laws and regulations unless a specific exemption has been obtained. 3.�Product requirements. 3.1. General description.� The motors, in conjunction with a 4.7m inflatable craft and 5.8m inflatable craft, will support missions such as airborne and air mobile infiltration, clandestine over-the-horizon insertion and extraction, submarine infiltration and exfiltration of Special Operations Forces, surface swimming operations, open and closed circuit Self Contained Underwater Breathing Apparatus (SCUBA) operations, river reconnaissance, searching, water gap crossing and humanitarian missions.� 3.2. Design.� The outboard motor will be selected to meet performance criteria when used on a 4.7m inflatable craft as a standalone motor and performance criteria for a 5.8m inflatable craft in dual configuration.� As such each of the motors shall be setup to operate independently but shall be able to be linked for operation in a dual configuration with common steering/throttle.� Note: Other configurations will be considered (e.g. dual configuration on the 4.7m craft or single configuration on the 5.8m craft) as long as all other performance requirements are met in these configurations. 3.2.1. The outboard motor(s) shall propel a 4.7m inflatable craft with 1908 lbs of payload to 16 knots (kts) at Sea State 1 within two minutes.� Note: Sea State 1 as defined by Wind and Wave Scales for fully risen seas developed by Wilbur Marks from the David Taylor Model Basin. 3.2.2. The outboard motor(s) shall propel a 5.8m inflatable craft with 3600 lbs of payload to 16-knots (kts) at Sea State 1 within 2 minutes. Note: Sea State 1 as defined by Wind and Wave Scales for fully risen seas developed by Wilbur Marks from the David Taylor Model Basin. 3.3. Submersible. Motors shall be submersible (may be in a bag) for a minimum of 24 hours at 50 feet of seawater.� After submersion, the motors shall have the ability to purge water from the system and restart within 10 minutes.� If propeller driven, the outboard motor shall have the ability to replace prop within 5 minutes without the use of special tools.� Emergency shut off shall provide the ability to immediately kill the engine when engaged and provide lanyard attachment.� 3.4. Starting and Operation.� Motors shall be pull-started.� Motors shall use hand tiller type steering. 3.5. Storage and Transport.� Motors shall be capable of being stored and transported in the vertical position and on both sides horizontally with all operational fluids.� The motors shall be of a size no larger than 30 inches in diameter x 66 inches in length to ensure there is adequate clearance for loading onto a submarine.� Motors shall include carrying handles or carrying bar that will allow multiple users to assist in mounting, dismounting and transporting the motor.� Carrying handles shall be rated to support the full weight of the motor.� Motors shall be capable of withstanding airborne deployments as cargo within a 4.7m inflatable craft. 3.6. Durability.� Motors shall be constructed of corrosion resistant material and not unduly affected by sea water, oil, fungal attack or exposure to sunlight such as may be encountered and applied during its life cycle, either occasionally, intermittently, or over extended periods. 3.7. Service life.� The service life shall be a minimum of five years and storage life of ten years. 3.8. Weight.� Engine weight will not exceed 165 pounds each. 3.9. Safety Lanyard � Does your motor include a safety lanyard to secure the motor to the transom? Is the safety lanyard corrosion resistant? Does your safety lanyard exceed 500 pound tensile strength and contain hard eyes?� 3.10. Color.� What are the available colors of your motor(s)? Do you offer a non-reflective black finish?� 3.11. Flush Kit.� Do your motors have a built in flush port? Is the flush port compatible with a standard garden hose? 3.12. Fuel.� Motors shall be capable of operating on gasoline with octane ratings between 87 and 93.� Can your motor(s) operate on other fuels such as kerosene, diesel, etc.?� Do your motors require any additives in any of the fuels in order to operate? 3.13. Lead Time: What is the lead time from receipt of order to a continental US (CONUS) delivery location? 3.14. Production Rate: How many motors can you produce per month? 3.15. Repair: Does your motor have dealership support in CONUS?� How does your company handle repairs for a customer in CONUS? Are repair parts readily available in CONUS? Can we order repair parts directly? Does you motor have an operators manuals? Does your motor have a repair and/or maintenance manual? 3.16. Warranty: Does your motor come with a warranty? What are the warranty periods and coverages?� Please provide a copy of your standard commercial warranty.
