- The Government is conducting market research to identify potential sources that possess the repair data, expertise, capabilities, and experience to meet qualification requirements to sustain the Secure Communication System (SCS) 3.0 Intercom System equipped on Special Operations Forces (SOF) C-130J aircraft. The level of security clearance and amount of foreign participation in this requirement has not been determined.� This effort will include organizational and depot sustainment support of all SCS 3.0-unique hardware components and software installed as part of Intercom System on all SOF C-130J aircraft. The contractor is expected to have repair capability and will use transportation, cost, repair turnaround, and other factors to make best-value determinations and support decision making. The contractor shall provide SCS 3.0 ICS technical reach back lines of communication to address any and all technical/engineering issues affecting overall system performance. The contractor shall provide total material management for all associated SCS 3.0-unique hardware and consumable components. The contractor shall establish and provide full asset visibility of all SCS 3.0 unique components. The original design of the end item and parts thereof, or the design functional capabilities of the end item, will not be changed, modified, or altered unless such changes (Class I design changes affecting form, fit, function, or safety) are concurred with by the Government Program Office and authorized in writing by the Procuring Contracting Officer (PCO). The Government has determined that this system is a non-commercial item with one exception.� The Lockheed Martin Aero LM-100J uses a non-ITAR commercial derivative of the SCS 3.0 system.� Information and technical information can be found in the following technical manuals: 1C-130(A/H/M)J-2-23GS-00-1 1C-130(A/H/M)J-2 Series Job Guides 1C-130(A/H/M)J-2-00WD-00-1 Any information beyond what is provided in the applicable aircraft technical manuals is proprietary to Palomar Products Incorporated. The sole source for the Palomar Secure Communication System (SCS) 3.0 is: Palomar Products, Inc. 23042 Arroyo Vista Rancho Santa Margarita, CA 92688 CAGE: 00816 Samples will not be available for potential suppliers to evaluate. Contractors/Institutions responding to this market research are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards.� The government will not reimburse participants for any expenses associated with their participation in this survey. This Request for Information (RFI) is for planning purposes only and is not a Request for Quotations or Proposals. No solicitation document exists, and a formal solicitation may or may not be issued by the Government as a result of the responses to this RFI. The Government will not be liable for payment of any response preparation expenses nor does the Government intend to pay for the information submitted in response to this posting.
