- Sources Sought Synopsis � C-130 Electronic Propeller Control System (EPCS) Pump Housing � (Intent to Purchase on Sole-Source Basis) � FROM:� Christy Lively/409 SCMS/GUMBB � TO:� �� DLA Aviation Procurement Operations at Warner Robins (SPRWA1) � LOCATION:� Robins AFB, GA 31098-1813 � FBO Post Title:� Intent to sole-source purchase of C-130 EPCS Pump Housing NSN P/N Noun 1610NCC663620 765445-4 Pump Housing � � SUBJECT: Market research is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for qualification and production of the EPCS Pump Housing, NSN 1610NCC663620, P/N 765445-4. ITEM DESCRIPTION The EPCS Pump Housing is a part of the EPCS Pump Housing Assembly which is located on the buildup for the EPCS propeller. The Pump Housing combined with fluids, pumps, and other miscellaneous components assembled become the Pump Housing Assembly. The Pump Housing Assembly combined with Valve Housing Assembly control the blades movement in response to position not rotation, allowing the pilot to feather the blades for flight and other operations. Impediment to Competition: The original equipment manufacturer for this item is Collins Aerospace and was designed specifically for the C-130�s mission and operational requirements. The Government does not own the data, drawings, schematics, or any other releasable technical data in support of this requirement. As a result, Collins Aerospace is the only known source with adequate knowledge of EPCS performance requirements and possession of the required technical data and capabilities needed to produce this item and ensure compatibility of the equipment.� INTEREST The DLA/AWB Contracting Office intends to award a sole source contract to Collins Aerospace for the manufacture of the Electronic Propeller Control System (EPCS) Pump Housing in support of the C-130 acquisition effort. Other interested parties may identify their interest and capability to respond to the requirement no later than 28 October 2020 to Christy Lively via email (catherine.lively.1@us.af.mil) and Jimmy Hicks (jimmy.hicks@us.af.mil). The Government intends to procure these items using Other Than Full and Open Competition as prescribed by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
