Description
This is a market survey to identify whether there are any sources of supply (manufacturers or suppliers) other than L3Harris Technologies, Inc., the Original Equipment Manufacturer (OEM) of the Single Channel Ground and Airborne Radio System (SINCGARS) Radio Systems, have capability to supply NSN 5998-01-456-6398 Part Number A3307700-1 Circuit Card Assembly - INC 86, which is one of the four major modules for the Amplifier ? Adapter, Vehicular AM?7239E/VRC. �The AM-7239E/VRC is used in conjunction with vehicular SINCGARS radios.� It is attached to the vehicle and its power/intercom systems by means of a Mounting Base, Electrical Equipment MT?6352/VRC or MT?6352A/VRC and provides the mounting receptacle for one or two Receiver?Transmitters, Radio (RT?1523E, RT-1523F or RT-1523G) and an optional Amplifier, Radio Frequency AM?7238/VRC or AM?7238B/VRC. SINCGARS is a family of Very High Frequency-Frequency Modulation (VHF-FM) combat net radios designed to provide the primary means of command and control for combat, combat support, and combat service support units. To enhance the survivability of the communications system, SINCGARS provides a resistance to jamming via Electronic Counter-Countermeasures (ECCM) capability using single channel offset or frequency hopping. �The SINCGARS family of radios has the capability to transmit and receive voice and digital data, and is consistent with North Atlantic Treaty Organization (NATO) Interoperability requirements. SINCGARS is the primary soldier-to-soldier communications system and is one of the five major communications / data elements that provide seamless digital communications to the Army end user. The Government intends to issue a solicitation on a sole source basis to L3Harris Technologies, Inc. or Science Applications International Corporation (SAIC), L3Harris� after-market representative for the Life of Time (LOT) buy quantity of 1428 for this item due to the obsolescence issues and the incomplete Technical Data Packages for this item that the Government possesses.� The SINCGARS radio system is a legacy product that has been experiencing major obsolescence setbacks.� L3Harris Technologies, Inc. is the only known source of supply that possesses sufficient quantities of the obsolete materials for manufacturing of this item and supporting the LOT buy effort.� The Government has no intention to conduct the redesign efforts of this item that is experiencing obsolescence issue because of the age of the SINCGARS radio and the significant cost for the redesign efforts. As stated above, the Government possesses the incomplete Technical Data Package (TDP) for this item because some of the technical data for this item are unavailable from the Government.� Most of unavailable technical data are the Hex-Code programming software files, which are used to program the microcircuits prior to installing them into the Circuit Card Assemblies and/or program the microcircuits in Circuit Card Assemblies level after they are installed into the Circuit Card Assemblies, and the Truth Table Pattern files, which are used to verify the functionality of a Custom Large Scale Integrated Circuit (CLSIC). Interested sources that are capable of manufacturing or supplying all of the items list above must submit enough information to demonstrate their capability to manufacture or supply these items.� At a minimum, information submitted should include but is not limited to the following types of documentation: A detail description of your capability of manufacturing or supplying this item without the complete TDP; A letter from the OEM of SINCGARS if the you were a vendor to the OEM demonstrating that the supplier can, in fact, supply the Army with a unit that will be physically and functionally interchangeable and interoperable with the existing SINCGARS Radio Systems.� A list of the obsolete parts/materials required for manufacture of the item above and the availability of these obsolete parts/materials (total quantities for each parts/material are available from inventory, total quantities that are available to purchase from Die Banking and/or Broker Newark, and etc.) and the responses to the questionnaire attached.� An interest source is not considered to be responded to this market source and is not considered to be a potential responsible source of supply for this item if the interest source fails to submit the required information in this source sought. The information received from this market survey will be evaluated by the Government for the purpose of planning to determine if responsible sources exist, and to assist in determining if this effort can be competitive and/or set aside for Small Business.� The Government will also use the information, in part, to determine the best acquisition strategy for a potential procurement action and to assist in making future acquisition strategy decisions. This is NOT a Request for Quote or Proposal. The Government does not intend to award a contract on the basis of this SSA or reimburse interested sources or responders to this notice for any information received and any costs incurred in responding, or for subsequent exchanges of information. Information submitted does not constitute a proposal and is not to be construed as a commitment by the Government, but will be considered an exchange of capabilities and ideas.
