- SOURCES SOUGHT ONLY: The purpose of this Sources Sought Notice is to obtain an indication of interest of all businesses, determine any interest from industry, and obtain voluntary limited capability information of those interested sources. A determination by the Government on the method of competing this requirement has not been made. The Government will not award a contract based on this Sources Sought Notice, the information received, nor reimburse participants for information they provide. Information provided is strictly voluntary. This notice is issued solely for information and planning purposes � it does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. This notice does not commit the U.S. Government to contract for any supply or service. Further, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this sources sought notice. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder. Not responding to this notice does not preclude participation in any future RFQ or IFB or RFP, if any is issued. If a solicitation is released, it will be synopsized on the Governmentwide Point of Entry or posted via GSA. It is the responsibility of potential offerors to monitor the Governmentwide Point of Entry for additional information pertaining to this requirement. The NAICS code for this acquisition shall be 541611 � Administrative Management and General Management Consulting Services. The size standard for this NAICS code is $15,000,000. Description The United States Department of the Interior (DOI), Office of Insular Affairs (OIA), has a mission to promote the political, social and economic development of the United States territories and freely associated states based on democracy and self-government, giving due note to their unique circumstances and differences. As a means of fulfilling this mission, OIA's vision is to assist the insular areas to develop quality communities and increase economic self-sufficiency. The purpose is to provide customized, results-oriented professional and organizational development services and technical assistance that promotes economic self-sufficiency in the insular areas by strengthening financial and program performance and accountability, attaining fiscal stability, and achieving economic growth. Specifically, the program will assist the insular governments to: a. Improve leadership and management capacity. b. Improve financial management systems and practices. c. Increase effectiveness of economic performance program results. d. Improve capacity and capabilities of the public sector work force in critical positions and functions. Instructions The Issuing Office will not return responses to this RFI. Vendors will not be notified of the result of the Issuing Office�s review, nor will they be provided copies of it. If the Issuing Office issues a procurement document, no vendor will be selected, pre-qualified, or exempted based on its participation in this RFI process. The objective is to identify potential sources and obtain feedback from the vendor community regarding the availability of solutions that match the technical requirements described. As such, the Government is primarily interested in responses that speak to the alignment of each vendor�s core capabilities with the needs that are expressed in the Statement of Work. This IS NOT a request for technical/management proposals. If you are an interested source and capable of meeting the entire requirement without failure, please provide the following voluntary information: a) Name of Company b) Company Address c) Duns and Bradstreet Number (DUNS) d) Commercial and Government Entity (CAGE) Code e) Point of Contact (include telephone number and email address) f) Identification of business size and category, i.e. ISBEE, IEE, SB, etc. g) GSA Schedule Number (If available) h) If applicable are these services within scope of your GSA Schedule? i) A brief Statement of Capability (no more than 4 pages); which demonstrates the ability to meet the requirements specified in the SOW, and includes any Past Performance information on Government contracts of similar size and scope. j) Additional, applicable information as it pertains to this announcement that could assist the Government in determining the contractor�s capabilities as it relates to the requirement referenced herein k) Recommendations to improve the approach/specifications/draft SOW to acquiring the identified items/services. No requests for capability briefings will be honored as a result of this notice. Information provided will not be used as a part of any subsequent solicitation requirement. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. No feedback will be provided regarding individual capabilities statements. No Reimbursement will be made for any costs associated with providing information in response to this announcement and/or any follow-up information requests.
