- Description
- The Congressional Budget Office (CBO) has a requirement for a Contractor to provide one (1)Internet circuit for the agencys Internet connectivity. CBO is currently redesigning its datacenter architecture to enable IT service redundancy and improve the agencys ability to provide business continuity. The Internet circuit is part of this overall redesign strategy. The Internet circuit will be installed in the Ford House Office Building (FHOB) in Washington, DC and will serve as the agencys primary Internet gateway. Current circuit and bandwidth requirements are providedbelow, but are subject to change within the scope of the contract. The Contractor shall be able to provide service for the following bandwidths and quantities. The initial bandwidth will be selected by CBO at the time of award. One (1) 300-500 Megabits per second (Mbps) connection, or One (1) 1 Gigabits per second (Gbps) connection, or One (1) 10 Gigabits per second (Gbps) connection. The service should include the capability to scale down or scale up capacity to 10Gbps within 60 days upon request by the agency. The Contractors equipment on premise shall be located in the basement level of the FHOB. The Contractor may beresponsible for extending the Internet circuitvia single mode fiber connection to CBOs datacenter which is located on an upper floor of the samebuilding. Solutions requiring new fiber and/or network buildout are acceptable. The Contractor mustbe a Tier 1service provider located in the US. BGP peer with CBOs networks is required. The circuitshall be activatedwithin 45-90 days after contract award. The agency's preference is for the quickestactivation time. We will issue a Request for Quotes (RFQ)which will include the applicable clauses and provisions, a description of the work requirements, andinstructions to offerors. Offerors will be asked to submit technical and price information, which will be evaluated utilizingthe Best Value Trade-off process. Offers may be evaluated on factors such as qualifications, experience, delivery timeframe, successful past performance of similar projects, and the quality of the proposed approach to the work. The estimated issuance date of the solicitation is on or about October 26, 2020, and the anticipated due date for offers will be 14days thereafter. All dates in this announcement are estimates and are subject to change. The actual dates will be included in the solicitation. No documents will be available until the solicitation is issued.
