- NOTICE OF INTENT TO AWARD SINGLE SOURCE THIS IS NOT A REQUEST FOR COMPETITIVE QUOTES. This is a notice of intent to award a single source contract under statutory authority 10 USC 2304(c) (1), set forth in Federal Acquisition Regulation 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Reference Number is F1M3E302924AQ01. The 628th Contracting Squadron, 101 E. Hill Blvd., Joint Base Charleston, intends to award a single source contract for a A&S Mini Cable Spiker (up to 3"" O.D. Cable), Mini Spiker Cartridges (Box of 50) 7870 Green - 5 Grain Medium Strength to include shipping for the Civil Engineer Squadron at Joint Base Charleston, SC. The contractor shall provide all necessary labor, tools, equipment, parts and related accessories to affect the assembly, delivery, and initial set-up of the mobile fire pump testing and training unit. The 628th Contracting Squadron intends to make an award to Pro-Line Procurement Services LLC, 5503 Patsy Anne Dr Jacksonville, FL 32246. Market research was performed and information gathered in determining this company to be the only source suitable for this requirement. In accordance with (IAW) FAR Part 5.207(c)(15)(ii), the proposed contract action is for items for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(b)(ii). This notice of intent to award is not a request for competitive proposals; however responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The justification for the single source requirements as follows: In accordance with FAR 6.303-2: (1)Agency and Activity: 628 Contracting Squadron, Joint Base Charleston, SC (2)Nature of action being approved: Single source acquisition. (3)This procurement is for JB Charleston�s Civil Engineer Squadron (CES). The CES is not fully capable of performing their required work without this tool. Additionally, no firm responded to the Sources Sought posted to Beta SAM. (4)Justification Rationale: IAW FAR 6.302-1(a) (2), Pro-Line Procurement Services LLC, is the recommended company to provide this tool. (5)Demonstration of Unique Qualifications: Pro-Line Procurement Services LLC, is the only company that was found through market research to provide this item other than the manufacturer in England. This item safely allows users to ensure that lines are safely De-Energized. (6)Description of Solicitation Efforts: IAW FAR 5.102(a) (2), this notice will be posted on the Government-wide Point of Entry (beta.SAM.gov), and retained in the contract file to document the rationale for a single source award. (7)The contracting officer has determined that the anticipated cost to the Government will be fair and reasonable based upon previous awards made for the same product. (8)Description of market research: Market research was conducted to locate competing company who could provide this service. It was determined that Pro-Line Procurement Services LLC, was the only company who can provide adequate, timely, and cost-effective service. (9)Interested Sources: Pro-Line Procurement Services LLC (10)Actions to prevent barriers that may lead to restricted consideration in the future: Market research will be conducted for any future A&S Mini Cable Spiker (up to 3"" O.D. Cable), Mini Spiker Cartridges (Box of 50) 7870 Green - 5 Grain Medium Strength to include shipping requirements to find other potential sources. (11)This justification is accurate and complete to the best of the contracting officer�s knowledge and belief.
