Description
PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED.� The Federal Bureau of Investigation (FBI) intends to negotiate a one-time, sole source, firm-fixed price purchase order with Collaborative Testing Services, Address:� 21331 Gentry Drive, Sterling, VA 20166 for the purpose of procuring a subscription for Proficiency Testing Services.� The FBI requires proficiency testing to maintain the FBI�s Laboratory�s accreditation by the ANSI National Accreditation Board (ANAB), and as such, must comply with the standards outlined in the American Society of Crime Laboratory Directors, Laboratory Accreditation Board (ASCLD/LAB)-International 2011 Supplemental Requirements for the Accreditation of Forensic Testing Laboratories and the International Standard ISO/IEC 17025:2005.� As specified in the ASCLD/LAB-International Supplemental Requirements, not only does the FBI Laboratory have to establish and maintain a proficiency testing program, we must purchase proficiency tests from providers that also meet ANAB requirements.� The ANAB AR 3125 requirements also mandate that the FBI Laboratory meet similar proficiency testing conditions to ASCLD/LAB-International Supplemental.� The FBI Laboratory has established internal requirements for the proficiency testing program based on concerns raised by the Office of Inspector General (OIG) and the external requirements detailed above.� A subscription to a company who produces external proficiency tests enables the examiners and technicians in the FBI Laboratory to complete the annual proficiency testing requirements set before us. �The tests are designed to show an examiner�s ability to arrive at the correct results for a particular category of testing.�� The results of these tests are reported to ANAB and are discoverable in court.� The use of an external proficiency test provider offers the additional benefit of a more transparent testing system, allowing for easier review by external bodies as well as to satisfy the Office of Inspector General requirements for the FBI Laboratory. Examiners qualified in the friction print discipline at the FBI Laboratory are required to complete one annual proficiency test in a category of testing (either processing or comparison as defined by their position) in the friction print discipline and, depending on their qualification and duties, to complete a proficiency test in processing once per accreditation cycle.� The requirement is to purchase sixty-one (61) latent print comparison proficiency tests and twenty-four (24) latent print processing proficiency tests for personnel to retain their respective qualification(s) in the friction print discipline. In addition to ANAB approval, proficiency tests for comparisons must meet the following: Tests must have eight to twelve latent prints compared against four to five known exemplars; Venders must offer digital or hardcopy photograph tests; Tests must allow electronic submission of results to the vendor; Vendor must offer a robust electronic submission portal that provides a streamlined and simple method of data entry to include radial buttons, a review option prior to submission of the results, and controlled submission of the tests by an internal test manager that prevents participants from submitting; The submission of data to the vendor does not require documentation of report wording or other non-essential information to include personal data specific to the participant; Due to the number of participants, the vendor must offer a test opportunity at least twice per calendar year to allow a labor division. The same vendor must be used for all processing and comparison tests for ease of scheduling, tracking results, and consistency among tests. In addition to ANAB approval, proficiency tests for processing must meet the following: Tests must be a mixture of items of varied surface types that are to be processed; Tests must allow electronic submission of results to the vendor; Vendor must offer a robust electronic submission portal that provides a streamlined method of data entry, a review option prior to submission of the results and controlled submission of the tests by an internal test manager that prevents participants from submitting; The submission of data to the vendor does not require documentation of report wording or other non-essential information to include data specific on participant; Due to the number of participants, the vendor must offer a test opportunity at least twice per calendar year to allow a labor division. The same vendor must be used for all processing and comparison tests for ease of scheduling, tracking results, and consistency among tests. Based on market research conducted and Government end-users, it has been determined that Collaborative Testing Services, Inc. is the only approved vendor capable of meeting the requirements outlined above; therefore, they are the only company capable of providing the services that will satisfy agency requirements. This notice will be distributed solely through the General Services Administration�s beta.SAM.gov website (www.beta.SAM.gov).� Interested parties are responsible for monitoring the beta.SAM.gov site to ensure they have the most up-to-date information about this acquisition.� The associated North American Industrial Classification System (NAICS) code for this procurement is 541990 � All Other Professional, Scientific and Technical Services; the size standard is $16,500,000. The Government intends to negotiate with only one source under the authority of FAR 6.302-1.� This notice of intent is not a request for competitive quotations; however, interested parties may identify their interests and capability to respond to this requirement by contacting Keri Matthews via email only at KCMatthews@fbi.gov, no later than 1:00pm (Central) on Tuesday, October 27, 2020.� Responses sent via other means (i.e. via telephone call, facsimile transmission, etc.) will not be considered.� Information received will be used solely for the purpose of determining whether or not to conduct a competitive procurement.� A determination by the Government not to compete this proposed contract based upon responses to this notice is at the discretion of the Government. Vendors must be registered in SAM, effective July 29, 2012, to receive government contracts.� The FBI utilizes a financial system that has a direct interface with the SAM.� Please ensure that your company�s SAM information is updated and accurate.� This includes: TIN, EFT, DUNs, addresses, and contact information.� The EFT banking information on file in SAM will be what the FBI uses to process payment to your organization.
