- The Naval Information Warfare Systems Command (NAVWAR), in support of the Program Executive Office (PEO) Command, Control, Communication, Computers, and Intelligence (C4I), International C4I Program Office (PMW 740), intends to negotiate a sole-source contract with Northrop Grumman Corporation (NGC) for Foreign Military Sales (FMS) efforts in support of Taiwan C2 Modernization. NGC will provide software engineering services to customize and deliver the latest Windows version of the NGC proprietary Interoperable Command, Control, Communications, Computers, and Intelligence (C4I) Services (ICS) software to meet modernization and interface requirements for the Taiwan Syun An C2 system. The prospective award is based on the authority for other than full and open competition found at 10 U.S.C. 2304(c)(1) and FAR 6.302-1(a)(2)(iii), only one responsible source and no other suppliers or services will satisfy agency requirements. NGC is the ICS Original Equipment Manufacturer (OEM), and the USG does not have the source code for NGC�s proprietary software. Therefore, NGC is the only responsible source to perform engineering, development, and modification of their proprietary ICS software. The required efforts cannot be performed by any other source other than NGC without substantial duplication of cost to the Government that is not expected to be recovered through competition, and without NGC service delivery, unacceptable delays in fulfilling the agency�s requirements will be experienced. Solicitation N0003921R4000 is anticipated to be issued and subsequently awarded in Fiscal Year 2021. The prospective award is planned to be a four (4)-year base period, Foreign Military Sales (FMS) case-funded Cost Plus Fixed Fee (CPFF)/Cost reimbursable hybrid type contract. The Government is not soliciting proposals in response to this synopsis. However, in an effort to foster competition, any prospective offeror may provide relevant information, by the requested due date below, which the Government may consider in its continued review of the sole source nature of this requirement. The Government will not pay for the provision of any information nor will it compensate any respondents for the development of such information. The solicitation will be issued without further notice. The North American Industry Classification System (NAICS) code for this requirement is 541330. Responses to this notice should be submitted no later than (15) calendar days from the date of synopsis to Maggie Uriostigue, Contract Specialist, maggie.uriostigue@navy.mil, and Kristin White, Contracting Officer, kristin.white@navy.mill with subject �RFP N0003921R4000�.
