Description

NASA/HQ intends to enter into a sole source Blanket Purchase Agreement (BPA) with BlackSky Global LLC. (BlackSky) for unique commercial satellite imagery in support of NASA�s Commercial Smallsat Data Acquisition Program (CSDAP).� NASA intends to acquire imagery data with high spectral and high spatial resolutions, increased temporal frequency or other novel capabilities in support of existing Earth science research and application activities. �BlackSky provides satellite imaging capability and monitoring service to image the same locations multiple times per day over large Areas of Interest (AOI). BlackSky operates 4 high-resolution (1 m) global satellites with 2 in sun synchronous (SSO) and 2 in complementary inclined orbits (between 40� and 55�).� All subsequent satellites will be launched into mid-inclination orbits. The Global satellites are agile and capture imagery in a �point-and-shoot� mode in which all pixels are captured simultaneously. The Government intends to use FAR 13.5 Simplified Procedures for Certain Commercial items. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 4:00 pm EST on November 5, 2020.� Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis.� A determination by the Government not to compete this proposed effort on a full and open competition basis, based on responses to this notice, is solely within the discretion of the Government.
