- Description
- The Naval Air Systems Command (NAVAIR), Patuxent River, MD intends to enter into sole source negotiations and subsequently award a cost-plus-fixed-fee contract to KBR. The anticipated contract provides highly specialized engineering and testing for the Weaponeering and Stores Planning (WASP) program. This contract is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304 (c)(1) as implemented by Federal Acquisition Regulation (FAR) Subpart 6.302-1, only one responsible source and no other services will satisfy agency requirements. KBR is the only source for this follow-on contract that provide the highly specialized services for the continued development and support of the WASP application without unacceptable delays in fulfilling the Government�s requirement. The release cycle of WASP is closely tied to the release cycle of the F/A-18 family of Naval Aviation Technical Information Product (NATIP) manuals with updates occurring to the manuals multiple times per year.� Due to the release cycle and short development time of WASP updates, the selection of a contractor other than KBR would result in unacceptable impact to schedule and performance. KBR has been the sole provider of system engineering services and functional testing on all delivered versions of WASP, both U.S. and FMS to date. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract modification based upon responses to this notice is solely within the discretion of the Government. There is no commitment by the Government to issue a solicitation, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a delivery order for the effort mentioned above.
