- The United States Army Contracting Command-New Jersey, on behalf of the 80th Training Command intends to issue a 6 month extension under Contract Number W15QKN-17-C-1023 to The Tolliver Group, Inc., 1525 Perimeter Pkwy, NW Suite 330, Huntsville, AL 35806-3581 under the authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, for Inland Petroleum Distribution System (IPDS)�and Petroleum Operational Support Training. The training on IPDS equipment consists of two training modules: FORSCOM Petroleum Training Module (FPTM) and the Joint Training Exercise (JTX) module.� These modules were established to provide petroleum and engineer units with realistic, hands-on training for the installation, operation, maintenance, disassembly, cleaning and storing of the major components of the IPDS.� Primarily, the IPDS is used to connect with the US Navy Offshore Petroleum Discharge System (OPDS). The FPTM was established to provide Soldiers realistic training on IPDS pipeline and associated equipment.� This training is conducted at Fort Pickett, VA on an annual training for both active duty and reserve units. The IPDS JTX module was established to provide a readily available package of IPDS pipeline and associated equipment that could be pulled for worldwide training and contingency deployments without incurring the high cost of pulling a similar package of pipeline equipment from depot storage.� The JTX module can be employed in sub-set configurations suitable for varying training goals and exercise scenarios such as the Quartermaster Liquid Logistics Exercise (QLLEX), or other training exercises.� The JTX module supports the Army/Joint exercises or contingency operations as directed by FORSCOM.�� Unless otherwise specified, the contractor shall provide all resources and management to perform collective training on petroleum systems. The contractor shall perform these services at Fort Bragg, NC, Fort Eustis, VA, Fort Pickett, VA, and various CONUS/OCONUS Mobile Training Team (MTT) locations. The major functional areas as included in the work to be performed are: a. Logistics Program Management and Operations b. Logistics Training Support c. Logistics Army Transformation Support d. Logistics Transportation/Supply Support e. Logistics Parts Support - Sets, Kits and Outfits f. Logistics/Maintenance - All Other Organizations The Government anticipates awarding this modification no later than 13 November 2020�to prevent a gap in service�while�preparing to release a solicitation for a competitive action in the near future. The period of performance for the extension is from 15 November 2020 to 14 May 2021. This notice does not constitute a formal Request for Proposal (RFP), nor is the Government obligated to issue a formal RFP.� All inquiries shall be made via e-mail only.
