Description
This Synopsis is posted in relation to the previously posted pre-solicitation synopsis PR-OARM-19-00391. This posting provides updated dates and information for the same requirement. This Synopsis has been updated to PR-OMS-20-00962 and will be tied to IFB Number 68HERC20B0001. The U.S. Environmental Protection Agency (EPA), Office of Administration and Resources Management (OARM), Research Triangle Park, North Carolina requires renovation of two (2) campus entrances. The General Contractor shall provide all supervision, labor, materials, tools, equipment, hardware, and documentation necessary to complete the project. The project consists of installing new utilities, security measures, buildings and infrastructure in accordance with the project drawings and specifications. The North American Industry Classification System (NAICS) code is 236220, Commercial and Institutional Building Construction, the size standard for which is $39.5M. This acquisition is being conducted as a competitive HUBZone set-aside in accordance with the Historically Underutilized Business Zone Act of 1997 and FAR Subpart 19.13. A firm-fixed price contract is anticipated. Contract award will be made based on a lowest price, technically acceptable basis. The anticipated contract performance period is 160 days after receipt of the notice to proceed. The estimated price of the work is between $1,000,000.00 and $5,000,000.00. All responsible HUBZone sources may submit a proposal which will be considered by the Agency. All prospective offerors are required to be registered in the System for Award Management (SAM) in order to be eligible for contract award. See the website https://www.sam.gov/SAM/ for information about registration. It is anticipated the solicitation, including the specifications and drawings will be posted on the www.FedConnect.net website before or during the week of Nov 2, 2020 . No hard copies will be available. A pre-proposal conference, including an organized site visit, will be conducted at the facility located in Research Triangle Park, NC and is currently anticipated to be conducted 7 days after release of the IFB. You must register in writing through the Contract Specialist in order to attend the conference/site visit. A registration cut-off date will be provided in the IFB. Requests to attend the conference/site visit after this cut-off date and time may not be honored.
