- Description
- The Naval Air Warfare Center Weapons Division (NAWCWD) China Lake, California (CA) intends to negotiate a sole source Firm Fixed Price contract with Keysight Technologies Inc., 1400 Fountaingrove Parkway Santa Rosa, CA 95403-1783 on another than full and open competition, per FAR 6.302-1, Only One Responsible Source. The requirement is for the 4 port Keysight Radio Frequency (RF) generation system with Calibration Solution based on the X-Series Agile Signal Generator (UXG) product line, which will be to stand up a required Electronic Warfare (EW) lab testing capability for the Kuwait Superhornet program. The above system is required for the ability to simulate an enemy threat system shooting at the aircraft. To simulate threat systems the Government requires signal generators in the RF spectrum to mimic the radar waveforms the enemy systems put out. The radar waveforms inputted are based on intelligence and are created by NAWCWD Point Mugu. Keysight Technologies Inc is a source uniquely capable of fulfilling the Government�s needs for the following reasons: The simulations that the Government utilizes are built for playback on these very specific Keysight UXG systems and used in other Navy and Department of Defense (DOD) contractor labs/programs. F/A-18 Advanced Weapons Integration and Interoperability lab (AWIIL) are currently using Keysight UXGs for the above testing on United States Navy (USN) programs. The Kuwait lab being stood up requires a similar but separate testing system. Only the Keysight UXG systems are compatible with the current ecosystem that includes multiple Government and Contractor sites.� No two RF systems are compatible out of the box from different companies. To create a larger mission level scenario the systems are required to talk to and coordinate with each other. There is no such coordination across different vendor products. Keysight has access to the Keysight UXG format which is required for: Naval Air Warfare Center Weapons Division generated simulations in a Keysight X-Series Agile Signal Generator (UXG) format fully extensible with current Keysight UXG systems plug and play functionality to sync up Direction of Arrival (DOA) across various threat scenarios plug and play functionality to use same signal input formats This notice of intent is not a request for competitive proposals; however, any firm believing it can fulfill the requirement identified above may submit a written response which shall be considered by the agency.� The written response shall reference solicitation number N6893620R0144 and must clearly indicates the firm�s experience, assets, background, and ability to perform the required work without compromising the quality, accuracy, reliability, and delivery of product and without substantial duplication of costs to the Government. Written responses shall be submitted by to the Contract Specialist, Bobby Kapadia at bobby.h.kapadia@navy.mil within 15 days from the notice date.
