THIS REQUEST FOR INFORMATION (RFI) � SOURCES SOUGHT IS ISSUED SOLELY FOR MARKET RESEARCH AND PLANNING PURPOSES ONLY AND DOES NOT CONSTITUTE A SOLICITATION. Responses to this Sources Sought must be in writing. The purpose of this Sources Sought Announcement is for market research only to make appropriate acquisition decisions and to gain knowledge of Small Business Capability, including Service-Disabled Veteran Owned Small Businesses and Veteran Owned Small Businesses (SDVOSB/VOSB) interested and capable of performing the work. FSS/ GSA Contract Number BACKGROUND INFORMATION: In accordance with VHA Directive 1061, whenever there is a positive legionella water sample in multiple areas or a repeat finding the water loop servicing the area must be mitigated until there is no legionella present. � OBJECTIVES: The purpose of this contract is to have a Contractor to furnish all labor, materials, supplies, tools, equipment to mitigate legionella in identified water loop for up to 12 times per year. �Services performed shall conform to industry standards and this statement of work (SOW).� Additional scope as per the below: VA/contractor personnel to post all appropriate signage. VA to provide water loop drawings as needed. Contractor to use a metering pump to inject chlorine in the cold and hot water loop at 200 ppm for 4-6 hours during normal duty hours, but to include after hour mitigations, pending clinician needs. Contractor to perform a continuous flush on all faucets and or showers. Contractor to observe all locations during mitigation. Upon completion of the 4-6 hours contractor to reduce chlorine levels to less than 4 ppm by continuous flushing until safe limits of chlorine are reached. VA to have Pipe Shop personnel onsite to support contractor operations as needed. VA to disconnect ice machines prior to disinfection and to reconnect after disinfection. VA to test for legionella through a lab service contract upon the conclusion of the mitigation. Note: Contractor to provide retreatment of disinfection at no additional cost if retest validation results find a positive result on original positive test location. The VA agrees to conduct validation testing within 24 hours of disinfection service completion to minimize the probability of contamination from upstream systems and minimize stagnation of restricted use fixtures. SPECIFIC REQUIREMENTS: Schedule with Contracting Officer Representative (COR) or Designee five (5) business days in advance prior to start of work. Prior to start of job, all personnel shall have a valid Loma Linda PIV badge Prior to working, ALL energy sources (electrical, water, etc.) shall be locked and tagged out, and upon completion of work, will be re-energized and verified. Prior to work each day, workers or a designated lead or supervisor are/is to check in with the Graphics Control in the plant. Contractor shall conform to the following standards, policies, regulations, governing agency, and any other local, state, or Federal guidelines that are not listed here OSHA Regulations, www.osha.gov NFPA, www.nfpa.org The intended IDIQ contract period will be for a base year and four (4) one-year option periods. Please note that if VA�s pending market research establishes that two or more VOSB or SDVOSB, who are certified in VA�s Vendor Information Pages (VIP) site https://www.vip.vetbiz.gov/, can perform the services, VA will set aside the underlying solicitation per 38 U.S.C. �8127.
