UPDATE 1: The purpose of this update is to attach the questions and answers (Q&As) received in response to the sources sought. �1.� SOURCES SOUGHT� This is NOT a solicitation for proposals, bids, or quotations.� All responses may be used for market analysis in determining the availability of potential qualified businesses for the purposes of determining an appropriate acquisition strategy.� The Government assumes no financial responsibility for any costs incurred and the respondents will not be notified of the results of the evaluation.� If a solicitation is released it will be synopsized on www.beta.sam.gov.� It is the potential Offeror�s responsibility to monitor this site for the release of any synopsis or solicitation. 2.� The 27th Special Operations Contracting Squadron (27 SOCONS) at Cannon Air Force Base (CAFB), New Mexico is seeking information concerning the availability of capable contractors to meet the requirement described in this Sources Sought. 3.� Description of Project: Combat Arms Training and Maintenance (CATM) services.� The Contractor shall provide all labor, personnel, equipment, tools, materials, vehicles, supervision and services necessary to perform inspection, cleaning, and maintenance for the designated equipment and facility components of the CATM covered small arms firing range at CAFB.� The Contractor shall be responsible for inspection, cleaning, and maintenance of the Savage Range Systems Bullet Trap, Dust Collection Unit (DCU), small arms range firing point area and Range Safety Officer Booth.� All inspections, cleaning, and maintenance performed under this contract (by the Contractor or any subcontractor) shall be conducted in accordance with (IAW) the Performance Work Statement (PWS), manufacturers� specifications, and in compliance with all Federal, State, and Local laws and regulations See attached DRAFT Performance Work Statement (PWS) dated 30 September 2020. �NAICS:� 561210, Facilities Support Services �Small Business Size Standard:� $41.5M Project Period of Performance: Base Period: 15 December 2020- 14 December 2021 Option Year 1: 15 December 2021- 14 December 2022 Option Year 2: 15 December 2022- 14 December 2023 Option Year 3: 15 December 2023- 14 December 2024 Option Year 4: 15 December 2024- 14 December 2025 4.� The Capability Statement should include general information, past performance and technical background describing your firm�s experience in contracts requiring similar efforts to meet the program objectives.� If you have the capability and are interested in this acquisition, submit a detailed capability statement which, at a minimum, identifies: Relevant past performance with evidence of similar work completed in the past five years, to include dollar value. Company Cage Code, DUNS, name, address, point of contact, telephone number and e-mail address. Size status and/or SBA certification. Indicate your role as �Prime Contractor� and what functions for which you plan to self-perform as a percentage of the total and those which you intend to use subcontractors. If you indicate your roll will be a �Subcontractor�, please indicate which functional areas you intend to cover. Positive statement of interest to submit a proposal. Any feedback on the draft acquisition requirements. 5.� Any information submitted by respondents to this Sources Sought is voluntary.� Respondents will not be individually notified of the results of any Government assessments.� The Government's evaluation of the capability statements received will factor into whether any forthcoming solicitation will be conducted as a full and open competition or as a set-aside for small businesses, or any particular small business designation (e.g. SDVOSB, HUBZone, 8(a), WOSB, VOSB, etc.). 6.� Additional Questions: In our effort to fully assess the capability to perform we have developed the following questions that we would like to get your input on.� When answering these questions, do not limit yourselves to just your AFSOC experience or a specific contract vehicle.� Complete and concise responses will help our team evaluate the information provided. Under what contract vehicle do you provide most of your (supplies/services) to the government? What are your top 3 NAICS codes that you operate under while providing (supplies/services) to the government? Were your NAICS codes selected primarily to fit a contract vehicle or because they were the most accurate description of services provided? What are your biggest challenges with doing business with the government and how can we to reduce those challenges? How much lead time do you need to formulate a complete proposal? What evaluation criteria do you recommend? What is your preferred contracting vehicle, and why? What did we not ask that you think is important to the acquisition? 7.� If your firm is capable of providing the requirements described above, please provide a Capability Statement in an electronic format via email to the Contract Specialist, 2d Lt Kasheka Codner at kasheka.codner@us.af.mil AND the Contracting Officer, Sarah Muraco at sarah.muraco@us.af.mil no later than 19 October 2020 @ 2:00pm (MDT).
