- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 (as of 2020-08), as supplemented with additional information included in this notice. Solicitation number is 12405B20Q0054 is issued as a Request for Quotation (RFQ). This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This solicitation will be a 100% Total Small Business Set-Aside. The associated North American Industrial Classification System (NAICS) code for this procurement is 333914�Measuring, Dispensing, and Other Pumping Equipment Manufacturing with a small business Size Standard in number of employees 750 �The USDA, Agricultural Research Service (ARS) Delta Water Management Research Unit ������������(DWMRU) has a requirement for: Quantity of three (3) full size portable water samplers Quantity of (3) area velocity (AV) flow modules Quantity of three (3) AV Module Sensors with 25�foot cables compatible with the AV module Quantity of (3) 6�foot Power Cable for use with external 12 VDC Power source to power sampler and AV module � Quantity of three (3) scissor-ring inserts Shipping and Handling to FOB Contractor shall deliver the required supplies in a fully functional state to include (all materials, equipment, supervision, transportation, labor, installation, and training). Required delivery date November 11, 2020 Delivery is F.O.B. Destination (shipping and handling included) Delivery must state door to door to the following address: USDA-ARS-DWMRU �103 University Drive Jonesboro, AR 72405 ATTN: Dr. Joseph Massey Specifications Requirements: � Quantity of three (3) full size portable water samplers that must have the following features: A vacuum-formed ABS plastic shell to withstand exposure and abuse. � A tapered design and trim 20-inch (50.8 cm) diameter should result in easy manhole installation and removal. �Large, comfortable handles should make transporting safe and convenient. The enclosure should be submersible, watertight, and dust tight. The controller should allow you to select different programming modes to assure the most suitable routine for your application. Programming should be fast and simple.� � In Standard Programming Mode, the controllers should walk you through the sampling sequence step-by-step, allowing you to choose all parameters specific to your application. �Extended Programming Mode should let you enter more complex programs including �smart sampling� event notification, triggered on any combination of up to 16 inputs. � Single Bottle Configuration that allows one 2.5-gal Poly Bottle per sampler � Quantity of (3) area velocity (AV) flow modules must have the following features: AV modules fully compatible with full size water samplers. � Water flow-sensing technology: Continuous-wave Doppler technology to measure mean velocity. � �The sensors should transmit a continuous ultrasonic wave, then measure the frequency shift of returned echoes reflected by air bubbles or particles in the flow.� The AV probes should be built on digital electronics, so that the analog level is digitized in the sensor itself to overcome electromagnetic interference. The probes should be factory-calibrated for a 10-foot (3 meter) span at different temperatures. This built-in calibration should eliminate drift in the level signal, providing long-term level stability that reduces recalibration frequency and completely eliminates span recalibration. In the field, the�AV modules should be powered either by two alkaline, or Rechargeable�� Lead- acid batteries, and/or other power options (including solar).� � Quantity of three (3) AV Module Sensors with 25�foot cables compatible with the AV module (see above). Quantity of (3) 6�foot Power Cable for use with external 12 VDC Power source to power sampler and AV module (see above). � Quantity of three (3) scissor-ring inserts that must have the following features: Made of stainless-steel. Allow easy adjustment to fit 16-23� inch diameter pipes. Able to easily accept the AV module sensors and water sampler sampling tubes.��� Shipping and Handling to FOB
