Description
THIS IS A REQUEST FOR SF330 s. THIS ANNOUNCEMENT IS NOT A REQUEST FOR PROPOSAL. THE GOVERNMENT WILL NOT PAY NOR REIMBURSE ANY COSTS ASSOCIATED WITH RESPONDING TO THIS REQUEST. THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. The Department of Veterans Affairs is seeking a qualified Architect-Engineering (AE) firm to provide Schematics, Design Development, Construction Documents, Technical Specifications, Construction Period Services, Site Visits, Cost Estimates, As-Built Documentation, and all other related information for Project # 659-20-302 A&E Service to building 17 A&C HVAC at the Salisbury VA Medical Center in Salisbury, North Carolina. This procurement is restricted to Service Disabled Veteran Owned Small Business (SDVOSB) firms. This requirement is being procured in accordance with the Brooks Act as implemented in FAR Subpart 36.6. Applicable NAICS code is 541330 and small business size standard of $16.5 Million. The magnitude of Construction is between $500,000 and $1,000,000. This is a 100% Service Disabled Veteran-Owned Small Business Set Aside. The anticipated award date of the proposed A-E Contract is on or before January 6, 2021. Potential contractors must be registered in SAM (www.sam.gov) and visible/certified in Vet Biz (www.vetbiz.gov) at time of submission of their qualifications in order to be considered for an award. As a prospective offeror or bidder for this Service Disabled Veteran-Owned Small Business (SDVOSB) set aside, you are verifying your company meets the status requirements of a SDVOSB concern as established by 38 CFR Part 74. LOCATION This Project will take place in Building 17 A&C at the Salisbury VA Medical Center, 1601 Brenner Avenue Salisbury, NC 28144. General Scope: Bldg 17A is a Metallic brand all metal building approx. 60 x 50 , walls 13 (peak 18 ). The building is powered, single-phase, directly from Bldg 18 (boiler plant) and has a 100-amp breaker panel. Partial climate control, serving a partitioned interior area, is provided by one Mitsubishi R410A HVAC unit. The building is approx. one-half insulated with sprayed insulation of uncertain R-value. Bldg 17C is a Kirby all metal building approx. 65 x 50 , walls 13 (peak 18 ). Bldg 17C and Bldg 17B are 3-phase and powered from the transformer directly across the road serving Bldg 16. Approximately one-third of the building is divided off and has climate control from a pad mounted Gree ductless split unit. Bldg 17C has roll-out type (batt) insulation on all walls and the ceiling. Both 17A and C are equipped with overhead lighting and electric powered rolling doors. Electrical. VA Electric shop believes the transformer serving Bldgs 18 (Boiler Plant) and 17A may be undersized. Our shop further believes the transformer at Bldg 16 (which also serves 17B and C) may now be oversized due to lower demand resulting from discontinued laundry operations inside Bldg 16. Note: there is one unused (primary) power switch serving the area, located between Bldgs 17 and 18. Current available VA maps and drawings of underground utilities and obstructions are incomplete. AE will provide field verifications and determine requirements for locating services as appropriate. A/E will develop plans, statement of work (SOW), options and cost estimates for the following: -Insulation -HVAC -Electrical services -Emergency power Completion Time for Design: 90 Calendar Days for Design The Magnitude of construction project: Between $500,000 and 1,000,000.
