- This is a Notice of Intent to Sole Source announcement only. This is not a request for formal proposals or quotes. Any responses to this announcement will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this announcement or the Government use of such information. Purpose and Objectives: VISN 10, Network Contracting Office (NCO) 10, is issuing a notice of intent to pursue a non-competitive procurement with D&K Limited for the Northern Indiana Health Care System (NIHCS). D&K Limited has been determined as the only responsible source as determined in accordance with procedures prescribed in FAR 13.106 and the anticipated contract action is hereby publicized in accordance with FAR 5.101 and 5.203. The purpose of this notification is to communicate the Governments intent to solicit and award a non-competitive purchase for floor mat services. THIS IS NOT A REQUEST FOR TECHNICAL OR COST PROPOSALS. The NIHCS requires a base year with four one-year options contract, that will be a Firm Fixed Price contract to provide the required services described herein. NAICS code is 812332 Size Standard is $41.5 Million Product Service Code is S299 This non-competitive award is implemented by FAR 13.103-1(b), as it has been deemed that only one source is available to meet this specific requirement. The Government intends to procure this sole source requirement under FAR Parts 12 and 13.5. The NIHCS has a requirement to establish a contract with D&K Limited for a base year with four one-year options. Market research has revealed this contractor is the only source capable of providing these services. Therefore, the Government intends to procure these services on a sole source basis from D&K Limited. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. A determination by the Government not to compete this requirement based upon responses received as a result of this notice is solely within the discretion of the Government.
