- October 5, 2020 USAID/Colombia Ref.: RFP Number 72051420R00027 - Security Awareness and Training Project This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and no future solicitation will be issued. Any amendments to this combined synopsis/solicitation, including any responses to questions received by the date indicated below, will be posted as a revision to this notice on beta.sam.gov. This competition is limited to local entities (see section L.2 302.3.5.17 Limitation on Subcontracting to Non-Local Entities (July 2014)). Potential offerors should review the attached Request for Proposals (RFP) solicitation for further information about this opportunity. RFP Issuance Date: October 5, 2020 Deadline for Questions: October 15, 2020 at 5:00 pm Colombia Time Closing Date and Time for Proposals: November 20, 2020 at 5:00 pm Colombia Time Anticipated Award Date: April 1, 2021 A draft RFP for this opportunity was published to beta.sam.gov on July 6, 2020 to solicit industry feedback about the activity and solicitation. USAID reviewed and responded to the questions it received in response to the draft document. These answers are included as an attachment to this synopsis/solicitation. The United States plans to award a Firm Fixed Price Commercial Requirements Contract for the work described in Section C of the solicitation. This contract requires the contractor to complete fixed price deliverables. This contract has two base years, and three option years. USAID anticipates that the total estimated value will fall between $1,000,000 and $3,999,999. The place of performance will be Colombia. USAID is limiting this competition to local entities (see section L.2 302.3.5.17 Limitation on Subcontracting to Non-Local Entities (July 2014)). The successful offeror will provide the following deliverables in support of USAID/Colombia and its Implementing Partners: Quarterly Regional Security Information Reports; Special Reports; Weekly Monitoring Tools Updates; One-Day Virtual Security Introductory Trainings; and Five-Day In-Person Security, Safety, Awareness, and Preparedness Trainings. This acquisition and evaluation is being conducted using simplified acquisition procedures in accordance with FAR 13.5 Subpart 13.5 - Simplified Procedures for Certain Commercial Items and 13.106-2 Evaluation of quotations or offers. � USAID will award to the firm that provides the best value, based on the evaluation criteria specified in Section M of the RFP.� Federal Acquisition Regulations (FAR) Provision 52.212-1, Instructions to Offerors-Commercial; Clause 52.212-4, Contract Terms and Conditions-Commercial Items; and Clause 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items all apply to this acquisition. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with their offer. Additional applicable terms and conditions and detailed in the attached RFP. �
