- N00164-21-R-B001� SOLE SOURCE - Government Furnished Equipment (GFE) and Government Furnished Information (GFI) management for Program Executive Office (PEO) Ships, Ships Acquisition Management (Ships AM). �- PSC R425 � NAICS 541330 Anticipated Issue Date 22 October 2020 - Anticipated Closing Date 5 November Time 14:00 EST Naval Surface Warfare Center, Crane Division (NSWC Crane), Crane, IN intends to award a Cost-Plus-Fixed-Fee (CPFF) contract for a maximum six (6) month period of performance with Delta Resources, 3601 Eisenhower Ave., Suite 200, Alexandria, VA 22304.� The place of performance is within 20 minute travel time from the Washington Navy Yard, 1333 Isaac Hull Ave, Washington, DC. In accordance with the statement of work, tasks include Government Furnished Equipment (GFE) and Government Furnished Information (GFI) management to include Ship Project Directive (SPD) Execution Planning and Financial Execution; GFE Acquisition And Delivery Management; GFE Production Management; Schedule A Through E Configuration Management (For Shipbuilding Contracts); Program Management; and Business And Financial Planning And Execution.� This effort will be conducted on a sole-source basis in accordance with the statutory authority 10 U.S.C. 2304(c) (1) as implemented by FAR 6.302-1.� The basis for restricting competition is the unacceptable delay in SHIPS AM support services.� Any interruption in the SHIPS AM support services would negatively affect mission readiness, quality of life for U.S. Navy sailors and their families, and long-term costs to the taxpayer. Delta Resources is the only vendor capable of continuing to provide the Navy uninterrupted SETA support services. The Government is currently evaluating offers for competitive award in response to N0016420R3000.� The Government has not yet awarded that task order.� The CPFF contract described in this synopsis will cover SHIPS AM requirements until award of the task order resulting from Solicitation No. N0016420R3000. A formal solicitation for the CPFF contract that is the subject of this synopsis will not be issued.
