TITLE OF PROJECT: Replace East and West Headquarters Underground Fuel Storage Tanks and Dispensing Stations at Rocky Mountain National Park, CO PROJECT MADNITUDE: Between $1,000,00 and $5,000,000 NAICS: 237120 � Oil and Gas Pipeline and Related Structures Construction with a size standard of $39.5 million. East Site - Beaver Meadow Complex Utility Area, SW of Building 81 (Roads/Auto Shop), Estes Park, Colorado. DESCRIPTION: The work includes installation of two new metal AST for fuel storage including, but not limited to fuel dispensers, fuel control systems, fuel tank monitoring systems, and power feeds. The work also includes 1) the removal of existing USTs at both sites including, but not limited to removal of tanks, fuel dispensers, fuel lines, fuel control and monitoring tracking systems; and 2) the removal of an above ground propane tank at the East site including propane line abandonment. The project will be constructed under a single prime contract. The work shall be conducted in 2 phases in the following order, with each phase substantially complete before beginning the next phase: Phase 1: Install new ASTs and associated improvements. Work of this phase shall be available for park use prior to beginning Phase 2. Phase 2: Remove existing USTs and propane tank and associated appurtenances. Option A - Dewatering: This item consists of dewatering the tank removal excavation if groundwater is encountered at the East Headquarters during removal of the existing unleaded gas and diesel underground fuel storage tanks including obtaining a NPDES Construction General Permit through EPA, Region 8. PERIOD OF PERFORMANCE: Estimated period of performance is February 1, 2021 � October 1, 2021 or 270 calendar days after the Notice to Proceed. PROPOSED SOLICITATION NUMBER: 140P1221R0001 PROPOSED SOLICITATION ISSUE DATE: Estimated on or about November 5, 2020. SOLICITATION LOCATION: The Request for Proposal (RFP) will be posted on Contract Opportunities at www.beta.sam.gov QUESTIONS: All questions regarding the subject requirement shall be submitted via email to the Contract Specialist at ryan_cope@nps.gov. The award shall be made, in accordance with FAR 15, on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for the non-cost factors. This pre-solicitation announcement is not a solicitation document, but pre-notice of an upcoming solicitation.
