- Description
- The Naval Air Warfare Center, Weapons Division, China Lake, CA, in accordance with FAR 6.302-1, intends to procure, on an other than full and open competition basis a Firm Fixed Price (FFP) contract with Wintec, Inc. to provide a Missile Launcher Emulator JAGM (MLEJ) systems software update. This procurement is for a package (1 each) to update, integrate, and test existing software to be integrated in the MLEJs to support: JAGM (current Army acquisition), Hellfire K, P+, and R candidate missile designs on M299 launchers. The MLEJs special test equipment includes a hardware and software design that has been applied to a number of platform-launcher-store configurations and programs over the past decade. The existing MLEJs that have specifically supported M-299 and Hellfire/JAGM efforts require development of updated launcher models/simulations and missile model/simulations to support the program objectives for planned laboratory and platform integration testing. The existing MLEJs were developed by WINTEC and they are the only supplier with the corporate knowledge necessary to integrate with the existing systems. Any other contractor would have to be given the WINTEC developed and owned software source code and technical data package. The Government does not own this data and the cost to purchase it is beyond the scope of this upgrade effort, even if WINTEC was willing to sell the data. Any firm believing it can fulfill the requirement identified above may submit a written response to be received at the Contracting Office no later than 15 days after the date of publication of this notice, which shall be considered by the agency.� The written response shall reference solicitation number N6893621R0002 and provide a capability statement that clearly indicates the firm�s experience, assets,Responses must be received background, and ability to perform the required work without compromising the quality, accuracy, reliability, and schedule. Responses must be received by 06 November 2020 at 12:00 PM PST. A determination by the Government not to compete this procurement based upon responses to the sources sought (closing 8/25/2020 for RFP N6893620R0139) is solely within the discretion of the Government.
