- INTRODUCTION THIS IS NOT A SOLICITATION. The Department of Veterans Affairs (VA), Veterans Benefits Administration (VBA), Office of Talent Management (OTM), is issuing this Request for Information (RFI) Sources Sought for identifying and proposing tools/services for Virtual Learning Management System (LMS) Suite; Adobe Training Platform Support; Software as a Service (SaaS). This RFI is issued solely for information and planning purposes only. There is no obligation for the Government to acquire any products or services described in this RFI. In accordance with the Federal Acquisition Regulations, responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. No funds have been authorized, appropriated, or received for this effort. The information provided may be used by VBA in developing its acquisition strategy and informing, refining and finalizing the Performance Work Statement (PWS). Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. Only electronic responses to this RFI will be accepted. The Government will not pay for any time expended or information submitted in response to this RFI. Eligibility in participating in a future acquisition does not depend upon a response to this RFI. BACKGROUND VBA s Training Management & Performance Improvement (TMPI) division is responsible for oversight and direction for the analysis, design, development, implementation and evaluation of training in support of the VBA s training organizations impacting over 27,000 employees. VBA currently provides a training platform using Adobe products to provide and manage online content and virtual delivery of training to Business Lines and Staff Offices. The demand for this training is increasing, as organizational elements are continually seeking to improve delivery, design and professionalism of VBA s training products. Continuing the use of this training platform will allow for increased collaboration among course managers, students and instructors, as well as progress tracking and evaluation of student proficiency. These online resources will help training administrators and students to develop innovative pedagogy and learning techniques and provide seamless access to information resources. VBA supports use and implementation of LMS Software as a service produced and managed by Adobe to training VBA Staff. VBA requires administration that is intuitive, user friendly, allows for consistency of delivery, and provide options of instructional features aligned to training requirements, tracking of student progress and provide accurate and immediate reporting. The primary goal of this PWS is to support the implementation and continued use of Captivate Prime, Adobe Captivate Authoring Tool, Adobe Connect and consulting and enabling services to best provide nationwide training for VBA staff. This service must be able to conduct LMS functions, interface with current software systems, provide robust reporting, track, monitor, handle multi-media training products, and report learner s progression and provide a repository location to house training products. The contractor shall provide all resources necessary to accomplish the deliverables described in the Performance Work Statement (PWS), except as may otherwise be specified. The contractor shall provide LMS Software as a Service (SaaS) which supports the VBA Virtual Schoolhouse by providing a learning delivery, creation, and hosting environment. The contractor shall provide an eLearning design platform for creation of eLearning content, web conferencing software for online meeting collaboration, virtual classrooms, and webinar services. The contractor shall optimize, and test, all migrated course content associated with the scope of work under this task order leveraging both technological and industry best practices. The contractor is expected to perform services through successful deployment and throughout the life of the period of performance. The scope of work includes working with Government personnel as well as other contractors. INFORMATION SOUGHT CRITICAL CONSIDERATIONS FOR INTERESTED CONTRACTORS The Contractor shall be required to provide and accomplish ALL specific tasks, any optional tasks, and deliverables described within the Performance Work Statement (PWS) listed below. Provide a brief narrative summary of your technical approach, with specific expertise and with ramp up time, to meet ALL of VA s requirements within the PWS. Provide an overview, detailing proof of your firm s capabilities to fulfill ALL the requirements within the PWS, to include: organizational; staff capability; and specific experience. Provide up to three (3) contracts as the Prime that your company has performed for the same or similar requirement and of comparable size, complexity and scope. Describe scope, similarities, and differences, as pertinent. RESPONSE INSTRUCTIONS Please submit responses via email to the Contracting Officer, Vernon Mario Quilici at mario.quilici@va.gov . Submissions are due no later than 11/2/2020, 12:00 p.m. (EDT). VBA reserves the right to not reply to any emails, responses, questions and materials submitted in response to the RFI. Mark your response as Proprietary Information if the information included is business sensitive and /or includes trade secrets. RFI responses shall not exceed 10 pages total, to include the capability statement. Responses shall be prepared on standard 8.5 x 11-inch paper (charts may be landscaped but must be on 8.5 x 11-inch paper) and shall be in Times New Roman, font size (12), with 1 margins. All pages of the response shall be appropriately numbered and identified with the RFI number. Performance Details 3.1 Periods of Performance The Base Period: March 29, 2021 - March 28, 2022 Option Period One: March 29, 2022 - March 28, 2023 Option Period Two: March 29, 2023 - March 28, 2024 3.2 Place of Performance The product will be a Software as a Solution (SaaS) and Commercial-Off-The-Shelf (COTS) solution therefore there is no place of performance. 3.3 Travel or Special Requirements It is not anticipated that Contractor personnel shall be required to travel in support of the requirements of this contract. In the event travel is required, Travel must be pre-approved at a minimum of five (5) business days in advance by Contracting Officer Representative (COR) and will be reimbursed in accordance with the Federal Travel Regulations (FTR) and Federal Acquisition Regulation (FAR) 31.205-46. The FTR can be referenced at: http://www.gsa.gov/portal/content/102886. Post trip expense reports are required to be submitted to the Contracting Officer s Representative (COR)within five (5) business days of trip completion. The Contractor invoice/billing must include copies of travel expense report and all receipts that support the travel costs claimed during that billing cycle. Local travel within a 50-mile radius from the place of performance is considered the cost of doing business and shall not be reimbursed. Travel performed for personal convenience and daily travel to and from work at the place of performance shall not be reimbursed. The Government shall not be responsible for any relocation expenses, or if necessary, with replacement of personnel, even if replacement of personnel is required. 3.4 Type of Contract Firm Fixed Price 4. Government-Furnished Information, Equipment, and Facilities Government-furnished computers (laptop or desktop PCs) will not be provided by VA. 4.1 Position Sensitivity Since there will be no exchange of Personally Identifiable Information (PII) or VA sensitive information, it is unlikely that Background Investigation (BI) is required. However, should it be determined that BI is needed, all Contractor personnel if needed, and as required, are required to complete a Tier 1 / National Agency Check with Written Inquiries (NACI) background investigation. A Tier 1 / NACI is conducted by Office of Personnel Management (OPM) and covers a five-year period. 4.2 General Requirements 1. All written deliverables and other information will be phrased in layperson language. Statistical and other technical terminology will not be used without providing a glossary of terms. 2. If needed as described in section 4.1, all Contractor personnel who will have access to veterans claims information, for the purposes such as; providing support and testing of platform features, shall complete a background investigation, complete privacy training and sign a confidentiality statement (Rules of Behavior) agreeing to protect the veterans data and privacy. The VBA Contracting Officer Representative (COR) for this contract will provide the Contractor the background investigation paperwork and a copy of the required confidentiality statement. 4. All deliverables, except where specified otherwise, shall be provided in one electronic copy to the COR. All deliverables shall be delivered via software compatible (type and version) with that used by the VBA and shall become the sole property of the VBA upon creation. Acceptable electronic media include MS Word, MS Excel, MS PowerPoint, MS Project, MS Access, MS Visio, AutoCAD, and Adobe Postscript Data Format (PDF). 5. The Contractor shall not deliver to the VBA any proprietary products or information, software, tools or systems unless specifically specified in an Enterprise Term License Agreement. Company financial information provided in invoices and other documents are exempted from this requirement. If the contractor believes further exemption is required to this requirement as necessary for effective or efficient execution of this task order, the contractor shall request a specific exception in writing to the COR and shall not provide the proprietary tools or information until written approval is received from the Contracting Officer (CO). 6. The Contractor will decorate the course navigational systems according to the 508 standards and bring them into compliance for major violations within this standard. Section 508 of the Workforce Rehabilitation Act is a law that requires federal agencies and their contractors to make their electronic and information technology accessible to those with disabilities. It outlines the minimum acceptable standards, such as the use of text labels or descriptors for graphics and certain format elements. The contractor will define core areas for improvement, provide a global transformation, and establish a library of regular expressions for pattern matching and global find and replace. Section 508 compliance with VA standards is mandatory and Contractor shall meet the most recently updated requirement specifications to comply (effective as of 18 January 2017), conformance to VA TMS templates and the associated standards; to include current SCORM (SCORM v1.2, 2004 edition) standards is mandatory. The Contractor shall execute any changes required to ensure compliance and/or conformance by modifying any aspect of the course navigational system that would prevent continued use of course materials is remedied as required for 508 compliance and conformance. 7. All VA information systems, including the system of the Contractor, must receive ATOs and complete other security requirements. This is a requirement to appropriately ensure the sensitive information of Veterans is appropriately protected. Essentially, everything within the Contractor s cloud platform, including the Contractor s accesses to their cloud platform and items within (containers, OSes, configurations, files and data), as well as the contractor s interfaces to VA count as a part of the contractor s information system. VBA expects to receive ATO certification in January, 2021. Therefore, contractor support would be required for recertification, expected January 2024. In support of recertification, the Contractor will provide technical support, mega-data reports, attend meetings and consult on action items and controls as needed. 4.3 Meetings For all meetings, the contractor shall be responsible for providing meeting materials, and administrative and facilitation support. Meetings will be conducted virtually, as approved by the Contracting Officer. 4.3.1 Post-award Kickoff Meeting The Government shall coordinate and facilitate a technical kickoff meeting following contract award, unless waived by the Contracting Officer. The kick-off meeting shall be held virtually. The Government shall specify dates and agenda. 4.3.2 Intermittent Project Status Reviews At the sole discretion of the Government, intermittent project status reviews may be conducted on an informal basis (by telephone or teleconference) on an as needed requirements approved by the Contracting Officer or Program Manager. Minutes shall be provided within three workdays after such meeting, in electronic format, compatible with VA systems (Word docx or PowerPoint). 4.3.3 Bi-Weekly Project Status Reviews As part of the maintenance and support included in the licensing, bi-weekly status meetings will to be conducted on the second and fourth Monday of each month or other day as requested by the Government. The Contractor is responsible for reporting the previous month s activities (including any risks, issues, or concerns, and actual or recommended actions for their mitigation), and projected activities for the following month. The discuss will include update on help tickets, enhancements to the software and when updates will be occurring. Minutes shall be provided within three workdays after such meeting. Minutes and/or status review documentation shall be provided in electronic format compatible with VA systems (Word docx or PowerPoint). 4.4 Onboarding Because this contract is Software as a Service, the Government does not anticipate that onboarding/background investigations will be required. However, if, during the Kickoff meeting it is determined that this is needed, the Contractor shall anticipate rapid onboarding of Contractor employees and shall ensure timely and accurate submissions of onboarding packet documents and timely attendance to previously scheduled and walk-in appointments associated with the onboarding process as described in Appendix D. The Contractor shall develop an on-boarding package plan containing necessary materials to begin on-boarding Contractor staff through VA s personnel security process 5.0 Specific Tasks and Deliverables The Contractor shall provide the specific deliverables described below within the performance period stated in Section 3 of this PWS, although the components may be modified at any time by VBA through the CO / COR in order to reflect changes in VBA training requirements. The Contractor shall identify all assumptions as to scope of required activities and number and type of components along with their technical approach. The Contractor shall perform the following: Task 5.1: Adobe Captivate Prime hosted ETLA single user 12 months Maintenance and Support The Contractor shall provide a Learning Management System (LMS) and user licenses, maintenance and support for 20,000 Global Video Services (GVS) customer learners. The LMS is Software as a Service, produced and managed by the contractor, hosted on web service data centers. The user licenses shall also allow assigned facilitators-controlled access to the GVS training on a 7x24 basis. Along with the access to the Service Level Agreement shall be define and guarantees 99.95% uptime availability for customer access. In addition, the LMS shall provide at a minimum the following features and capabilities. Dedicated CSAM - Customer Success Account Manager 24X7 Telephonic support 24X5 chat Support Unlimited Storage Global Deployment Access to reports that can be customized for running ad-hoc reports License Ownership - Subscription License Granted access to the software for the term of the contract and the Learner licenses can be re-assigned to another user on a need basis. Maintenance and Support - Covered for the entire period of performance as part of the ETLA, including bi-weekly status meetings Upgrades to latest versions, including coordination and planning using pre-production environment - Covered for the entire period of performance A video player interface: A modern Flat interface with a content player that plays virtually any kind of eLearning content in a seamless and consistent manner Book Marking, Note taking: Ability for learner to take notes and bookmark content such that they can jump back to the exact section in the video player which is of relevance. Mobile Learning: Native Mobile App on Tablet Devices, iOS, and Android native mobile app on Smartphones iOS, Android. As VBA staff members are separated by distance across the United States it has become imperative to have a collaborative, intuitive digital learning solution that is accessible across multiple platforms. This includes Adobe Connect web conferencing software for online meeting collaboration, virtual classrooms, webinars and Adobe Training Tab for tracking and reporting. will provide a new set of collaborative opportunities (e.g. audio, video, desktop sharing, and whiteboard updates) for scheduled group discussions among any VBA staff members including students, training administrators, and staff as they choose to communicate with others across VBA. Some possible VBA uses for the application include but are not limited to: create an enhanced learning space not bound by physical space provide synchronous and asynchronous online lectures create collaborative content-building sessions improve communication and collaboration for hybrid classes mixed with online and on-campus students enable communication with others from geographically disparate Regional and District Offices provide locations for collaboration and advising enable our community to run department meetings, committees, research reviews, or present as guest speakers Provide online training and professional development coupled with virtual office hours to bring on demand anytime training to VBA Staff Provide technical training manuals that detail the interaction and functionality of the various processes with the system.
