Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This Request for Quotations incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-84 dated Nov 1, 2015. All responsible sources may submit proposals that will be considered by the agency. The contract will be awarded on a firm-fixed-price basis using simplified acquisition procedures in accordance with FAR Part 13.5. Past performance will be considered in the selection of the awarded vendor. POP: ANYTIME BETWEEN 12-23 NOV 2020 WORK SHOULD TAKE NO MORE THAN 05 DAYS. The United States Coast Guard Surface Force Logistics Center has a requirement for the following: 1.� SCOPE 1.1� Intent.� This work item describes the requirements for the Contractor to renew 50 boiler tubes on the #2 Ships Service Boiler. 1.2� Government-furnished property. None. 2.� REFERENCES COAST GUARD DRAWINGS Coast Guard Drawing 282-WMEC 545-014, Rev M, Diagram Ships Heating & Aux� _Y Steam System Coast Guard Drawing 282-WMEC 601-002, Rev H, Booklet of General Plans COAST GUARD PUBLICATIONS Coast Guard Technical Publication (TP) 4803, 0951-LP-018-8010 - Auxiliary Boiler Surface Forces Logistics Center Standard Specification 0000 (SFLC Std Spec 0000), 2018, General Requirements Surface Forces Logistics Center Standard Specification 0740 (SFLC Std Spec 0740), 2018, Welding and Allied Processes Surface Forces Logistics Center Standard Specification 6310 (SFLC Std Spec 6310), 2018, Requirements for Preservation of Ship Structures OTHER REFERENCES The Society for Protective Coatings (SSPC) Surface Preparation Specification No.1 (SSPC-SP 1), 2016, Solvent Cleaning The Society for Protective Coatings (SSPC) Surface Preparation Specification No.3 (SSPC-SP 3), 2018, Power Tool Cleaning 3.� REQUIREMENTS 3.1� General. 3.1.1� CIR.� None. 3.1.2� Tech Rep.� The Contractor shall provide the services of qualified Tech Rep, who is familiar with the boilers, to accomplish the following tasks � on site: �������������� Oversee testing �������������� Oversee tube renewal 3.1.2.1� All pressure vessel inspections and repairs shall be made in accordance with the rules of the National Board Inspection Code (NBIC).� Inspections will be performed by a National Board Commissioned Inspector.� Repairs will be accomplished by an organization having a valid National Board Certificate of Authorization with an �R� (Repair) stamp. 3.1.2.2� The Contractor shall submit the name and documentation (certifications, qualifications, resume, etc) of the Tech Rep to the COR at the Arrival Conference. 3.1.3� Protective measures.� The Contractor shall furnish and install suitable covering to seal off and protect all non-affected surfaces/equipment and spaces in the vicinity of the work area against contamination during the performance of work.� Upon completion of work, remove protective material and inspect for the presence of contamination.� Clean all equipment and spaces, contaminated due to improper protection, to original condition of cleanliness. 3.1.4� Interferences.� The Contractor shall handle all interferences in accordance with SFLC Std Spec 0000, paragraph 3.3.5 (Interferences). 3.2 Operational test - initial. Prior to commencement of work, the Contractor shall coordinate and witness Coast Guard personnel perform an initial operational test of the boiler and disturbed interferences to demonstrate existing operational condition. Submit a CFR. NOTE Coast Guard personnel will operate all shipboard equipment and machinery. �3.2� General Conditions and Work Restrictions. 3.2.1� General Conditions.� The intent of this specification item is to renew a total of 50 boiler tubes on the #2 ship's service boiler.� 3.2.2� Work Restrictions and Preparations. The Contractor shall accomplish the following tasks to prepare for boiler tube renewal. Accomplish these tasks in accordance with TP 4803, Section 5. 3.2.2.1 Drain the boiler (approximately 250 gallons) and dispose of residual water or other liquids in compliance with all applicable Federal, state, and local laws, ordinances, regulations and SFLC Standard Specification 0000. Notify the COR (in writing) at least 48 hours prior to removal of wastes and fluids.� Document a complete chain of custody record of the removed contents and generated wastes, from the vessel to the point of final destination or delivery. Submit document to the COR upon completion of work. 3.2.2.2 The Contractor shall remove the front and rear covers. 3.2.2.3 The Contractor shall clean the waterside interior of the boiler with clean, fresh water. Collect the wash water and properly dispose of it per guidance in paragraph 3.2.2.1 herein. 3.2.2.4 The Contractor shall comply with safe condition requirements and tagout requirements in SFLC Standard Spec 0000. 3.3� Boiler Tube Renewal No. 2 Boiler.� The Contractor shall perform the following work: The intent of this section is to renew several boiler tubes. In 2019, 12 of the boiler tubes on Boiler #2 (Boiler B) were replaced, and this work item will replace the rest of the boiler tubes (50 total). 3.3.1� Renew the old tubes from the from the No. 2 Boiler in accordance with applicable portions of TP 4803 Section 5. See �Figure 1 Boiler B Tube Map� in Section 4 herein to determine which tubes have already been renewed. NDE of old tubes is not required, but the Contractor shall visually inspect the old tubes and provide a summary of their condition in a CFR. 3.3.2� Conduct a hydrostatic test on the No. 2 in accordance with SFLC Standard Spec 0740, Paragraph C2.2.5.1. Visually inspect the boiler for water leakage during the hydrostatic testing. Repair any new tubes that fail until they pass the test. Notify the COR if old tubes fail during the hydrostatic test. Submit a CFR with results. 3.4 Boiler Restoration. The Contractor shall perform the following work. 3.4.1. Reassemble the boiler in accordance with TP 4803 Section 5. Replace endplate gaskets during reassembly. 3.4.2. Add freshwater to the boiler that meets the requirements of Table 1. TABLE 1 - SHORE PROCESS FEEDWATER REQUIREMENT CONSTITUENT OR PROPERTY����������� REQUIREMENT Conductivity����������� 2.5 umho/cm max (at point of delivery) Silica������ .2 ppm max 3.5� Touch-up preservation.� The Contractor shall prepare and coat all new and disturbed exterior and interior surfaces to match existing adjacent surfaces, in accordance with SFLC Std Spec 6310, Appendix A (Cutter and Boat Exterior Painting Systems) and Appendix B (Cutter and Boat Interior Painting Systems), respectively, and as applicable.� Abide by all touch-up requirements outlined in SFLC Std Spec 0000, Appendix A (Requirements for Preservation of Ship Structures). 3.6 Operational test - final. Prior to commencement of work, the Contractor shall coordinate and witness Coast Guard personnel perform an initial operational test of the boiler and disturbed interferences to demonstrate existing operational condition. Submit a CFR. NOTE Coast Guard personnel will operate all shipboard equipment and machinery.
