- 10/23/2020 The purpose(s) of this Amendment 001 (80MSFC20R009P00001),�is NASA/MSFC's response to Request for Proposal (RFP) questions and comments in relation to the Center Administrative Support Services II (CASS II) solicitation. Attachment A, Responses to Industry RFP Questions, provides responses to questions and comments provided by industry.� As indicated in the Government�s response to several Attachment A questions, changes to RFP 80MSFC20R0009 will be released in the forthcoming Amendment 002 (80MSFC20R0009P00002). In relation to Section L, Provision MSFC 52.205-90, Designated Point of Contact, paragraph (c), the Government will only accept additional questions specifically related to the topics discussed in Attachment A, no later than 12:00 p.m., noon, Central Time, October 28, 2020. Offerors shall acknowledge receipt of this, Amendment 001 - 80MSFC20R0009P00001, to the Center Administrative Support Services II (CASS II) solicitation, as part of the proposal response cover letter to RFP 80MSFC20R0009. All�terms and conditions of RFP 80MSFC20R0009 remain unchanged. Potential offerors�remain responsible for downloading their own copy of this�and any additional amendments (as applicable). 09/30/2020 Virtual Industry Day Charts and List of Meeting Attendees�attached. 09/25/2020 The National Aeronautics and Space Administration (NASA) George C. Marshall Space Flight Center (MSFC) is issuing this solicitation (Notice ID# 80MSFC20R0009) as a Request for Proposal (RFP) for the purchase of Center Administrative Support Services II (CASS II) to support�MSFC and Michoud Assembly Facility (MAF). This solicitation is a follow-on competition to the Center Administrative Support Services (CASS) contract, NNM16AA10C.� CASS II services will continue to provide support to MSFC and�MAF. The Government contemplates awarding CASS II as a firm-fixed-price (FFP) contract with an indefinite-delivery, indefinite-quantity (IDIQ) component resulting�from this solicitation. The Government intends to solicit offers using a combination of�Federal Acquisition Regulation (FAR) Part 15, Contracting by Negotiation;�Part 12, Acquisition of Commercial Items; and NASA FAR Supplement (NFS) Part 1815, Contracting by Negotiation. The following are applicable to this acquisition: FAR 52.212-1, Instructions to Offerors-Commercial Items (JUN 2020); FAR 52.212-3, Offeror Representation And Certifications-Commercial Items (JUN 2020) Alternate I (OCT 2014); FAR 52.212-4, Contract Terms and Conditions-Commercial Items (OCT 2018); and FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items (DEVIATION 20-03). On April 3, 2020, a Request for Information (RFI) / Sources Sought Notice (Notice ID# 80MSFC20-RFI-CASS-II) was posted on beta.sam.gov, requesting capability statements from certified 8(a) Small Businesses to satisfy the Government�s requirements under a follow-on procurement and for the purposes of determining the appropriate small business set-aside classification or small business subcontracting goals for the CASS II acquisition.� The response due date was April 17, 2020. Since then, this set-aside has been changed from a Section 8(a) to a HUBZone set-aside. A Draft Request for Proposal (DRFP) was not released to seek industry comments for the CASS II requirement, as the acquisition�of FFP�commercial services�will utilize a streamlined non-complex Price Performance Tradeoff (PPTO) acquisition strategy. The CASS II acquisition is�a HUBZone small business set-aside.�Offerors must be identified as a HUBZone small business concern both at the time of initial offer and at the time of contract award. The Government intends to conduct a virtual industry day briefing on September 30, 2020, to provide details regarding key features of this�RFP. �Potential offerors are required to register for the virtual industry day meeting no later than September 29, 2020, 12:00 p.m. Central Time by emailing renatta.r.america@nasa.gov with the Subject Line of: �CASS II - INDUSTRY DAY REGISTRATION � Company Name.� The presented industry day charts, along with a list of potential offers/attendees participating in the industry day meeting, will be made available to all interested parties via http://beta.sam.gov/.
