- General Information 1.� General:� This is a non-personal services contract to provide Preventive and Corrective Maintenance of the UPS System at the Leavenworth VAMC.� The Government shall not exercise any supervision or control over the contract service providers performing the services herein.� Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. 1.1� Description of Services/Introduction:� The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and� other items and non-personal services necessary to perform� Preventive and Corrective Maintenance of the Leavenworth VAMC UPS system as defined in this Performance Work Statement (PWS), section 5 except for those items specified as government furnished property and services. The Contractor shall perform to the standards in this contract. 1.2 Background: The unit is an Eaton 93PM-60-100R with VRLA Sealed battery type Serial number EL491UXX06 installed in 2018. 1.3 Objectives: �This contractor shall provide 24x7 Electronics Corrective Maintenance coverage, spare parts kit, semi- annual testing and inspection, and preventive maintenance on (1) one uninterruptable power supply at the Leavenworth campus of EKHCS. 1.4 Scope:� This contractor shall provide 24x7 Electronics Corrective Maintenance coverage, spare parts kit, semi- annual testing and inspection, and preventive maintenance on (1) one uninterruptable power supply at the Leavenworth campus of EKHCS.� The unit is an Eaton 93PM-60-100R, Battery type is VRLA Sealed, Battery Quantity 120, Serial number EL491UXX06.� This is a 3 phase 480V unit.� Full maintenance coverage is defined as all services, repairs, and testing necessary to maintain the UPS in a fully operational state at all times except for prescheduled downtime including all labor, parts, and materials�� The inspection, testing, and preventive maintenance shall be performed every 6 months to ensure optimum reliability.� Corrective maintenance will be performed on an as needed basis. Electronics Preventive Maintenance � Visual inspection Inspect all printed circuit board connections for cleanliness, swab contacts if necessary. Inspect all power connections for signs of overheating Inspect all subassemblies, bridges and legs for signs of component defects or stress. Inspect all DC capacitors for signs of leakage Inspect all AC capacitors for signs of leakage Inspect and inventory all customer owned spare parts Inspect for, and perform as required, any open engineering changes Inspect battery monitoring system � Internal Operating Parameters DC Ground Detection Offset (if applicable) Inverter leg current average balance (if applicable) Output filter current average phase balance Rectifier bridge current average leg balance AC Protection settings are checked DC protection settings are checked Input and Output Frequency and Voltage Bandwidth settings are checked Verify DC filter capacitance Verify AC tank and trap filter capacitance Power Supply voltages and waveforms Update firmware as necessary (parts are to be included at no charge) Evaluate Field Service Bulletins for potential updates (parts are to be included at no charge) � External Operating Parameters System input voltages (all phases) System input currents (all phases) DC charging voltages (float and equalize), record settings, adjust to nominal Rectifier phase on and walk up Inverter phase on and walk up Adjust all panel meters to measured values System Bypass Voltages (all phases) Manual and UV Transfer Testing, verify uninterrupted transfer waveform (if applicable) Outage simulation, and battery capability testing, and verify charger current limit Generator operation and interface verification � Environmental Parameters UPS area ambient temperature and condition of ventilating equipment General Cleanliness of UPS Power Module General Cleanliness of UPS area Replace air filters as applicable and necessary (parts are to be included at no charge) Clean outside of UPS including control panel/CRT screen � Battery Cabinet Checks General appearance of Battery Systems General appearance of Battery System area Inspect cells for physical abnormalities Inspect all DC connections for abnormalities Battery system area ambient temperature and condition of ventilating equipment � Monitoring system Parameters Alarm archive review and printing Alarm lamp test-local and remote Replace all open monitor bulbs Inspect battery monitoring system Review Battery test in history � General Customer consultation Verbal recommendations General observations � Battery System Preventive Maintenance Battery Maintenance of Battery equipment should include those tasks set forth in IEEE 1188. Performed during each preventive maintenance visit Measure and record the following: Individual cell/battery float voltage and overall float voltage Charger output current and voltage AC ripple current and voltage imposed on the battery Internal ohmic values of each cell/battery or perform continuity test (if applicable) Connection Resistance of 100% of the inter cell/battery connection (if applicable) Ambient temperature and ventilation status Negative terminal temperature of all cells/batteries � Visually inspect conditions and appearance of the following: Connection terminals inter cell/battery connectors, cables and associated hardware Cell/battery covers, containers, and post seals Battery racks or cabinets and associated components and hardware for structural integrity. Cell/battery jar or cover, noting any excessive distortion Inspect cleanliness/corrosion of batteries, cabinet, rack and area Battery monitoring equipment � Perform cleaning of all accessible surfaces as required Measure and record the connection resistance of 100% of the inter cell/battery connections. (if appliable) Refurbish and retorque any connection where the resistance is above 20% of the average (if applicable) � Reporting each preventive maintenance visit: The technician will issue the customer a verbal report summarizing the condition of the battery and identifying any critical issues before leaving the site A detailed report containing all readings and observations will be sent within 5 business days. � Electronics Corrective Maintenance Coverage Contractor will inspect and repair the electronic portion of the UPS or Power Module as needed during the contracted period of maintenance at no extra charge to the government.� Remedial maintenance to the Power Module shall include travel expenses, all necessary parts replacement, adjustments and repairs.� The contractor will at the beginning of the contract period provide the government with a spare parts kit specific for this UPS.� The spare parts kit shall include all commonly replaced parts on the unit.� The spare parts kit will be maintained in the UPS room and shall be restocked as needed.� Contractor shall respond to emergency requests made by the COR/Alternate, or authorized designee, within 1 hour by telephone, within 4 hours to be on site in the event of a UPS failure.� Work Excluded:� The following work is specifically excluded from this contract. Repair or replacement made necessary due to negligence or misuse of the equipment other than the contractor, his representatives or his employees.� The COR or designee must approve in advance any extra charge work attributed to vandalism or misuse.� No invoice will be paid without prior approval.� Any repairs due to misuse or negligence shall be billed separately according to the negotiated price with the contractor at the time of the incident.�
