Page 2 of 2 ***The purpose of this Intent to Sole Source notice is to be in accordance with FAR 5.203 Publicizing and Response Time*** NOTICE OF CONTRACT ACTION: The Department of Veterans Affairs Strategic Acquisition Center intends issue a contract modification under Contract no. 36C10G19D0038 Community Care Network (CCN) Region 4 awarded to TriWest Healthcare Alliance, 15810 N 28th Ave Phoenix, AZ 85053: Brief Summary of Action Community Care Network (CCN) services and healthcare resources, purchased under the authority of 38 United States Code (U.S.C.) § 8153, Sharing of Health-care Resources. The Contractor shall provide a network of licensed healthcare providers and practitioners for medical, surgical, complementary and integrative health services (CIHS), durable medical equipment (DME), pharmacy, and dental services. CCN is the preferred method of obtaining community care for Veterans. The proposed sole source action is to establish source that will provide enrollment and eligibility information to include Prior Authorizations provided by VA. This requirement is for eligible Veterans in Pacific Islands. The Contractor must establish and maintain a network of high performing licensed healthcare providers as well as healthcare practitioners capable of delivering patient-centered care. The Contractor must (i) provide exemplary customer service; (ii) monitor and manage quality outcomes; (iii) use data and performance metrics to improve services, and (iv) process and pay Claims in order to enhance Veterans healthcare experiences. The Contractor shall deliver healthcare services through the use of tools and practices that drive efficiencies, cost savings, and a positive Veteran experience. The Contractor shall serve as a third-party administrator with responsibility to perform the requirements herein. The statutory authority permitting other than full and open competition is 41 U.S.C.3304(a)(1) as implemented by the Federal Acquisition Regulation (FAR) Subpart 6.302-1(a)(2) entitled, ""Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements."" In accordance with 38 U.S.C. § 1703 (a) (2): The Secretary shall coordinate the furnishing of hospital care, medical services, and extended care services under this section to covered veterans, including coordination of, at a minimum, the following: Ensuring the scheduling of medical appointments in a timely manner and the establishment of a mechanism to receive medical records from non-Department providers. Ensuring continuity of care and services. Ensuring coordination among regional networks if the covered veteran accesses care and services in a different network than the regional network in which the covered veteran resides. Ensuring that covered veterans do not experience a lapse in care resulting from errors or delays by the Department or its contractors or an unusual or excessive burden in accessing hospital care, medical services, or extended care services. The North American Industry Classification Systems (NAICS) code for this requirement is 524114 - Direct Health and Medical Insurance Carriers. The size standard is $41.5 Million. Period of Performance: Base Period: February 27, 2019 February 26, 2020 Option Period 1: February 27, 2020 February 26, 2021 Option Period 2: February 27, 2021 February 26, 2022 Option Period 3: February 27, 2022 February 26, 2023 Option Period 4: February 27, 2023 February 26, 2024 Option Period 5: February 27, 2024 February 26, 2025 Option Period 6: February 27, 2025 February 26, 2026 Option Period 7: February 27, 2026 February 26, 2027 This is a written notice to inform the public of the Government's intent to award on a sole source basis for the required healthcare support.
