Description
Description 1.1 The Network Contracting Office 21 in support of the Veteran Health Care Administration is seeking information on available sources for the pickup, delivery, storage and routine service/refurbishment of Durable Medical Equipment (DME) to veteran patients served by its seven medical centers and its associated outpatient clinics. 1.2 THIS IS A REQUEST FOR INFORMATION (RFI) ONLY.� This RFI is issued solely for information and planning purposes � it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future.� This request for information does not commit the Government to contract for any supply or service whatsoever.� Further, the VHA is not at this time seeking proposals and will not accept unsolicited proposals.� Respondees are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party�s expense.� Not responding to this RFI does not preclude participation in any future RFP, if any is issued.� If a solicitation is released, it will be synopsized on the Contract Opportunities website https://beta.sam.gov/ .� It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement. Background The Government intends to award a minimum of one (1) firm fixed-priced Indefinite Delivery, Indefinite Quantity contract (IDIQ) contract for each Healthcare System as identified in paragraph 3.4 pursuant to this solicitation. The period to be covered by this contract will contain one base period (TBD 2020), with four (4) one- year options to extend. The contractor will provide services for VISN 21 VA Health Care System patients at sites listed below VISN 21 VA Healthcare System VA Central California Healthcare System (VACCHCS) serves the counties of:� Fresno, Kings, Madera, Mariposa, Merced, Tulare, Kern, and San Luis Obispo California. The main VA facility is in Fresno California. VA Palo Alto Healthcare System (VAPAHCS) serves the counties of:� Alameda, Calaveras, Monterey, San Benito, San Joaquin, San Mateo, Santa Clara, Santa Cruz, Stanislaus and Tuolumne, California. The main VA facility is in Palo Alto, California. VA San Francisco Healthcare System (VASFHCS) serves the counties of:� Del Norte, Humboldt, Lake, Marin, Mendocino, Napa, San Francisco, San Mateo and Sonoma, California. The main VA facility is in San Francisco. VA Northern California Healthcare Systems (VANCHCS) serves the counties of:� Alameda, Amador, Butte, Colusa, Contra Costa, El Dorado, Glenn, Napa, Placer, Sacramento, Shasta, Siskiyou, Solano, Sutter, Tehama, Trinity, Yolo, and Yuba, California. The main VA facility is in Martinez , California. VA Sierra Nevada Health Care System (VASNHCS) serves the state of Nevada counties:� Washoe, Humboldt, Pershing, Churchill, Mineral, Lyon, Carson City, Douglas, Storey, Esmeralda, Lander and Eureka; and serves the state of California counties: Modoc, Lassen, Plumas, Sierra, Nevada, Placer, El Dorado, Alpine, and Mono. ��The main VA facility is in Reno, Nevada. � VA Southern Nevada HealthCare System (VASNHCS) serves the counties of: Clark, Lincoln, Esmerelda, Washington, Mojave and San Bernardino. The main facility is in Las Vegas, Nevada. Requested Information 4.0 Responses 4.1 Interested parties are requested to respond to this RFI via email with a capabilities statement and provide their Business type (large business, small business, small disadvantaged business, 8(a)-certified small disadvantaged business, HUBZone small business, woman-owned small business, very small business, veteran-owned small business, service-disabled veteran-owned small business). 5.0 Questions Questions regarding this announcement shall be submitted in writing by e-mail to the Contracting Officer, email address.� Verbal questions will NOT be accepted.� Questions will be answered by posting answers to the Contract Opportunities Beta Sam website. 6.0 Summary THIS IS A REQUEST FOR INFORMATION (RFI) ONLY to identify sources that can provide the pickup, delivery, storage and routine service/refurbishment of Durable Medical Equipment (DME). The information provided in the RFI is subject to change and is not binding on the Government.� The VHA has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought.
