Description

This is a notice of intent to sole source a procurement under FAR SubPart 13.5 Simplified Procedures for Certain Commercial Items FAR 13.501(a) � sole source (including brand name) acquisitions. The applicable NAICS Code is 541511 � Custom Computer Programming Services. The USMC Regional Contracting Office (RCO) � Marine Corps Installations-National Capital Region (MCI-NCR) at Quantico Marine Corps Base, VA intends to award a sole source contract to: Yakabod Federal Solutions, Inc. 340 East Patrick Street, Suite 300 Frederick, MD 21701-6291 The MCI-NCR RCO intends to award this requirement under the authority of FAR 13.501(a), sole source (including brand name) acquisitions. This requirement is for the procurement of the CISOBox Incident Management Tool renewal, to include the software maintenance services. CISOBOX is the case management application that has been used by Marine Corps Intelligence Surveillance Reconnaissance Enterprise-Insider Threat Program (MCISRE InTP) for the last five years. This application has already been custom designed to meet the unique sharing and storage requirements that are required for this intelligence organization. This tool has been integrated into the MCISRE InTP Analytical Tools. Procurement planning for the follow-on effort is currently in process, and award is expected to be made on or around November 27, 2020, in accordance with fair opportunity under Far SubPart 13.5 procedures. The anticipated contract is for a period of performance from 28 November 2020 through 27 November 2023. This notice of intent is NOT a request for competitive quotes; however, all responsible sources may submit a capability statement or quotation which shall be considered by the agency. Capability statements or quotes, if received timely, will be considered; however, a determination by the Government not to compete the requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses shall be emailed to tommy.session@usmc.mil and monica.curley@usmc.mil no later than 12 November 2020, 10:00 a.m. Eastern Time. Late responses will not be considered.
