Description
NOTICE OF INTENT TO AWARD SOLE SOURCE Project Title: Abbott Alinity M Reagents and Consumables Announcement No.: 36C24621Q0056 The Government hereby submits a notice of intent to award a sole source Firm-Fiexed-Price open market, Indefinite Delivery Contract with 4 option years, for commercial items pertaining to the operation of Abbotts Alinity M system for Durham VAMC Microbiology Department. The reagents and consumables will allow VA lab personnel to test for SARS-CoV-2 (COVID-19), Hepatitis B Virus, Hepatitis C Virus, HIV-1 and sexually transmitted infections. The Alinity M system fully automates the extraction of nucleic acid from the specimen and preparation of the PCR plate. Alinity M system fully automates the amplification and detection of DNA, RNA, or TNA processes. The total estimated value is $989,101.00 (inclusive of options). Market research has been conducted and it has been found the consumables pertaining to the Alinity M system is manufactured and sold solely by Abbott. No other reagents and consumables will allow for efficient and accurate testing for the viruses and infections mentioned in the first paragraph of this document. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission objective of the Department of Veterans Affairs Durham Microbiology Department. The determination not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice. This is not a request for quote or proposals.
