- Description
- Tooele Army Depot (TEAD) has a requirement for an electric utility service contract. This utility service specification request at TEAD includes: Tooele Army Depot North Area, and Tooele Army Depot South Area. The intent is to enter into a one year contract for TEAD, while allowing the electric services to be renewed each year for up to nine follow-on years (total of a 10 year period). The electric utility service provider (Contractor) shall provide to the Government facility at TEAD North and TEAD South Areas, permanent electric service(s) in a manner and form that is consistent with (1) all applicable laws, regulations, permits, and electric codes, and (2) the installation�s service requirements. The estimated annual service requirements for TEAD North Area are: ����������� Maximum Electrical Demand: 4,000 kW ����������� Annual Electric Energy Consumption: 8,000,000 kWh The estimated annual service requirements for TEAD South Area are: ����������� Maximum Electrical Demand: 1,000 kW ����������� Annual Electric Energy Consumption: 3,000,000 kWh This Contract shall be negotiated with the most applicable electric utility rate schedule(s) that are beneficial to the Government. TEAD currently has three renewable energy assets that produce electricity intermittently. These assets (2 wind, & 1 solar) could have the capability at times to exceed TEAD�s electrical demand, and therefore, would need to feed excess electrical power onto the electric utility providers grid. The Contractor would need to have provisions for metering this excess power, and providing a credit to TEAD�s electric utility bill for the excess power supplied. The renewable assets at TEAD currently could produce up to 4.7 MW. These renewable assets are currently considered as Qualifying Facilities and meet the requirements set forth in the Public Utility Regulatory Policies Act of 1978, in order to sell electricity to the host utility. The interested Contractor must have this capability. This notice neither constitutes a Request for Proposal, nor does it restrict the Government to an ultimate acquisition approach. It should not be construed as a commitment by the Government for any purpose nor will the Government pay for information solicited. Responses must include the following: 1) Company name and address 2) Business size classification (Small, Small Disadvantaged (SDB), 8(a), Woman-owned Small Business (WOSB), Veteran Owned Small Business (VOSB), Service Disabled Veteran Owned Small Business (SD-VOSB), Historically Underutilized Business Zone (HUBZone) small businesses including the number of employees and the number of years in business. 3) Interested offerors shall provide a summary of their capabilities and detailed description of past performance (within the past 3 years) of similar efforts to Ryan Buhman at ryan.j.buhman.civ@mail.mil.
