Description

The U.S. Army Corps of Engineer (USACE), New Orleans District Office intends to negotiate a firm-fixed price contract with IHS Global on a sole source basis under the authority of FAR Subpart 13.106-1(b), soliciting from a single source, for the one year subscription database for 10 users within the Army Corps of Engineers, and two additional users, which will comprise of all self-propelled vessels over 99 GRT, selected characteristics, monthly updates, two files containing live and new building vessels and dead vessels, as well as a subscription for World Register of Ships (WRS) single user. The applicable NAICS code is 519130 with a SBA size standard of 1,000 employees. The anticipated award date is 12 November 2020. THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS OR QUOTATIONS. No solicitation package will be issued. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. All responses received by 2 pm CST on 09 November 2020 will be considered by the Government. All information submitted should support the offeror's capability to provide the items required, and shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide clear and concise documentation indicating an offeror's capability to provide these supplies.
