- The U.S. Army Contracting Command - Redstone is issuing this sources sought notice on behalf of the Multinational Aviation Special Project Office (MASPO) for information and planning purposes only. MASPO is conducting market research seeking potential sources, including small business (SB), 8(a), HUBZone, and Service-Disabled Veteran-Owned small businesses, that can provide Armed MD 530F Pilot Training in Lebanon in support of the country of Lebanon. Firms responding shall specify that their products or services meet the specifications provided below and provide detailed information to show clear technical compliance.� THIS IS NOT A SOLICITATION for proposals and no contract shall be awarded from this sources sought notice. Any information provided by industry to the Government in response to this market survey is strictly voluntary. The Government assumes no financial responsibility for any cost incurred associated with providing information in response to this request or any follow up information requests. All costs incurred in responding to this notice shall be the sole responsibility of the company responding to this notice. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 611512, Military flight instruction training. Responses to this sources sought will be used for market survey analysis that will assist in determining if the contemplated acquisition should be conducted under full and open competition, or if the contemplated acquisition should be set-aside for small business pursuant to FAR Part 19, Small Business Programs.� The Government seeks white papers regarding the respondent�s proven ability to provide military flight instruction training capability to support an in-country training requirement for the Lebanon Air Force (LAF).� The requirements for this action are: (1) Qualified Instructor Pilots capable of providing aircraft and aircraft system training on the armed MD 530F aircraft configured with a Blockpoint-1 cockpit instrumentation system, aircraft Electro-Optical /Infra-Red (EO/IR) sensor, Moog Inc. Weapons Management Systems, and a weapons plank supporting 2.75 inch Fixed Fin Aerial Rockets (FFAR), including the Advanced Precision Kill Weapons System (APKWS), and the HMP 400 .50 Caliber Weapons System.� (2)� Performance of Contractor Logistics Support to support the LAF capability to maintain the US Army�s Airworthiness requirements will be incidental to the performance of training.� The submission should also include the following minimum information: 1) Organization name, DUNS number, address, email address, Web site address, telephone number, and size and type of ownership for the organization, geographic presence. 2) Capability statements or similar appropriate literature requested, highlighting the organization�s capabilities and qualifications in the designated area. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should state this. 3) Identify whether or not your organization is a small business concern, or other socioeconomic small business concern. Documentation verifying status as a particular concern is welcome (SAM registration is acceptable). 4) Experience: Provide a list of recent relevant contracts (same or similar in nature of work, size and complexity to include contract number); Address capability to provide contractor personnel for the specific tasks identified above. Based on the responses, this potential requirement may be set-aside for small businesses or procured through full and open competition. Follow-up discussions may be conducted with respondents. Proprietary information is neither solicited nor prohibited; however, If companies responding to this notice submit proprietary information, the company should clearly mark in its response what information it considers proprietary and, if possible, clearly separate the proprietary information from the unrestricted information as an addendum. The Government requests that companies responding to this notice limit formal white paper submissions to no more than 25 pages.� All submissions must be unclassified. Electronic submissions are strongly encouraged. All electronic submissions must be in Microsoft Office 2003 or later format or Adobe PDF format.
