- DESCRIPTION: The National Institutes of Health - NICHD Molecular Genomics Core (MGC) DNA Sequencing Facility Request for Service Contract for Illumina HiSeq and MiSeq DNA Sequencers. NICHD intends to procure the services of a contractor to provide maintenance services and cover all parts, labor, and consumables required for the repair and recommended Preventative Maintenance of the installed systems with priority service. They include remote monitoring and technical support. Software and hardware updates are provided free of charge. ��This exclusive service and can only be sourced from the manufacturer, Illumina, Inc. The MGC is the DNA Sequencing Core Facility for all of NICHD. We are responsible for sequencing samples that are submitted to us by NICHD investigators. We have several sophisticated machines for sequencing DNA, the ones most-used are the Illumina HiSeq2500 and the MiSeq. These machines are able to produce highly accurate sequences of hundreds of millions of DNA molecules simultaneously. Illumina is the premier provider of DNA sequencing equipment in the world. b. Illumina DNA sequencers are the only machines that provide this high level of accuracy and throughput on the market. The uniqueness and sophistication of these machines requires highly specialize care and maintenance. Both of these machines use similar technology and are critical to the operation of the MGC. Specialized field engineers from Illumina are essential for the operation of this equipment. The service contract provides for replacement of parts, which are only available from Illumina. In addition, engineers at Illumina headquarters can monitor, diagnose, and control the HiSeq2500 and MiSeq remotely using proprietary software. There are no other alternatives. Investigators need to have their DNA samples sequenced using these machines to understand genetics, disease and move precision medicine forward. �The Silver Support Plans for the HiSeq2500 and MiSeq cover all parts, labor, and consumables required for the repair and recommended Preventative Maintenance of the installed systems with priority service. They include remote monitoring and technical support. Software and hardware updates are provided free of charge. Continuous operation of the Illumina sequencing machines is needed to provide high-throughput, high-accuracy to NICHD investigators. Illumina has provided excellent service for these machines since they were purchased 5 years ago. DNA sequencing machines are highly sophisticated. Illumina HiSeq and MiSeq sequencers use special proprietary chips that contain a coated surface enabling them to carry out complex reactions. Special lasers and cameras simultaneously monitor all these surfaces to provide DNA sequences of hundreds of millions of DNA molecules. This is captured as millions of points of light that must be simultaneously tracked. If there is a problem at any time during the thousands of steps that occur during a days-long run, then all information from that chip is lost. Keeping this machine functioning well requires specialized knowledge, tools, and software. Because of how these Illumina DNA sequencing machines operate, as described above, it is crucial to have specialized knowledge, tools and software that have been carefully developed and validated by the company that built the machine (in this case Illumina). Illumina provides proprietary parts and reagents for maintenance and repair of the HiSeq2500 and MiSeq. Because of the highly specialized and proprietary nature of the machine operations there are no alternatives to Illumina for providing the service contract. This proposed procurement is for a service for which the government intends to solicit and negotiate on a sole source basis to Illumina Inc., located at� 5200 Illumina Way San Diego CA 92122-4616. In order to comply with the requirements in this Special Notice, the responses should be based on our interpretation of the general requirements provided below. Note 22. The proposed contract action is for a continuation of previous services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit quotations. This notice of intent is not a request for competitive quotes. However, all quotes received within the time and date of publication of this ""Special Note 22"" will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. HOW TO RESPOND: In order to compete for this project, interested parties must be registered in the Central Contracting Registration and submit a price quotation by 10:00 pm, ET, Nov 19th 2020.
