- SPECIAL NOTICE NOTICE OF INTENT TO SOLE SOURCE SaaS Survey Management Contracting Opportunities Notice: 36C77621Q0029 The Department of Veterans Affairs (VA), Program Contracting Activity Central (PCAC) intends to issue a sole source contract to Qualtrics, LLC for Software as a Service (SaaS) Survey Management for a one-year period of performance. The VA intends to solicit and negotiate with Qualtrics Inc., dba Qualtrics, 333 W River Park Drive, Provo, UT 84604. SaaS Survey Management is crucial to the Agency s reporting requirements. This service is specific to one contractor. This service is not available through any other business. The Qualtrics SaaS Survey Platform will be used by the VA to create customized and standardized surveys to collect data and develop reports for learning and workforce related measurement activities such as evaluations and needs assessments. The contractor will provide the VA Human Capital Management (HCM) Program Office with access to the online software system. The contractor will not be responsible for developing survey questions, distributing surveys to participants, analyzing data outside of the standard functions of the software, or conducting evaluations. The contractor shall perform the tasks and complete the associated deliverables as described in the draft Performance Work Statement. This procurement is being conducted in accordance with FAR 13.106-1(b) for purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available, exclusive licensing agreements. The NAICS code for this procurement is 518210, Data Processing, Hosting, and Related Services (Application Hosting) and the Small Business Administration Size Standard is $35,000,000.00. This notice of intent to is not a request for competitive quotes. No solicitation document is available and telephone requests will not be accepted. However, any responsible source who believes it is capable of meeting the requirements may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. Responses must at a minimum address the questions below. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government. Responses to this notice are due on or before Wednesday, November 11, 2020, 2:00 PM Eastern Time to this procurement s contract specialist, Erich Hoffman at Erich.Hoffman@va.gov. Submittal Information: Contractors having the skills and capabilities necessary to perform the stated requirements should submit a single spaced, 12-point font minimum, response to the information identified in the Sources Sought Notice. Please also submit a cover page which includes, at a minimum, the company s name, address, Dunn & Bradstreet (DUNS) number, General Service Administration (GSA) contract number (if applicable), point-of-contact name, phone number, and e-mail address. Companies shall provide clear and unambiguous evidence to substantiate their capability to fulfill the requirements outlined in this Special Notice. Does the solution support automatic numbering (and renumbering) of questions when entered and arranged on a survey? Does the solution support a customized branded theme that can be applied to surveys? Does the solution support the ability to import/build functionality to support standard questions? Does the solution support the ability to copy full surveys or individual survey items within and across surveys? Does the solution have a mobile version available? Can the solution provide real-time response data available throughout the survey open period to those accessing reports or system administrators?
