Description
This is a J&A for Other than Full and Open Competition under the Expedited Procedures Package (EPP) for Responding to Outbreaks of Contagious Infectious Diseases (the �Expedited Procedures Package�) approved on March 24, 2020. USAID/Moldova is modifying Contract # AID-117-C-17-00001 with Chemonics International to provide time and cost extension. The additional time and funding�will allow USAID to adapt existing interventions�and take on�new interventions�to mitigate the economic impact of the COVID-19 pandemic on the high�value agricultural value chains in the rural regions of Moldova, where the resources of�communities and businesses are already strained due to high outmigration and lack of labor�force, increasing poverty levels and decreasing incomes. Based on the sectoral assessments conducted by USAID, UNDP, and the World Bank, there is substantive evidence that the COVID-19 pandemic has adversely affected the USAID-assisted agricultural value chains. Rapid response digital communication and marketing campaigns, as well as implementation of e-commerce solutions will be critical to mitigating the impacts of COVID on this sector. Moreover, additional funding and time� � will allow the activity to continue working�directly with SMEs, vocational schools, sector associations, and entrepreneurs to strengthen their�economic resilience in the face of the pandemic.� For details, please see the attached J&A.� ���
