Description
This is a SOURCES SOUGHT SYNOPSIS and is NOT a solicitation announcement. The purpose of this Market Research and Sources Sought Notice is to gain knowledge of potential qualified design firms, regardless of size. Responses to this Sources Sought Synopsis will be used by the government in making appropriate acquisition decisions. The U.S. Army Corps of Engineers (USACE), Mobile District, anticipates a future Indefinite Delivery/Indefinite Quantity (IDIQ) procurement to acquire Architect-Engineer (AE) Services under individual task orders to perform design services for the James A. Haley Veterans� Hospital in Tampa, Florida. The main project to be executed requires design for the expansion and renovation of the Spinal Cord Injury and Polytrauma Transitional Rehabilitation Center, approximately 100 patient beds, 85,000 square-feet in new construction, and 55,000 square-feet in renovation. The project also includes design for a new 600-space parking garage. The Spinal Cord Injury and Polytrauma Transitional Rehabilitation Center and parking garage has an estimated construction cost between $100,000,000 and $250,000,000. Required services include but are not limited to: full design documents, preparation of technical design-build solicitations, drawings, specifications, commissioning efforts, cost estimates, topographical and geotechnical surveys, LEED and Energy studies and applications, application of ATFP requirements, master planning, medical equipment planning, hazardous materials testing and abatement/remediation planning, and other general AE services for multi-disciplined construction projects in support of the Veterans� Administration at James A. Haley Veterans� Hospital in Tampa, Florida. The firm may be required to provide construction phase services, preparation of operation and maintenance manuals, shop drawing review, and commissioning/start-up/fit-up design support. The selected firm must have, either in-house or through consultants, the following disciplines, with professional registration required where applicable: (1) Project Manager; (2) Architect; (3) Civil Engineer; (4) Mechanical Engineer; (5) Electrical Engineer; (6) Structural Engineer; (7) Fire Protection Engineer; (8) Interior Designer; (9) Communications Specialist; (10) Geotechnical Engineer; (11) Environmental Engineer; (12) Surveyor; (13) Landscape Architect; (14) Master Planner; (15) Medical Planner; (16) Cost Estimators. Sources are being sought for firms with a North American Industry Classification System (NAICS) Code of 541330 with a Small Business Size Standard of $16,500,000 average annual receipts over three years. Responses are requested with the following information: 1. Offeror�s name, address, points of contact with telephone numbers and email addresses. 2. Business size/classification to include any designations as Large/Unrestricted, Small Business, HUBZone, Service Disabled Veteran Owned, Woman Owned or 8(a) shall be indicated on first page of submission. 3. Description of firm's capability to provide the AE planning and engineering services with necessary personnel to support the Spinal Cord Injury and Polytrauma Transitional Rehabilitation Center and parking garage project at James A. Haley Veterans� Hospital in Tampa, Florida; specifically full designs of expansion and renovations of multiple buildings in a medical campus setting; capability to manage the disciplines; and capacity to execute task orders in excess of $5,000,000. 4. Past performance/experience on IDIQ contracts of similar scope, specifically full designs of expansion and renovations of multiple buildings in a medical campus setting, describing no more than five (5) projects that are at 100% complete within the past five years of the issue date of this Notice. The past performance information should include project title, location, general description of the AE Services to demonstrate relevance to the main project as described above, the Offeror�s role, dollar value of contract, and name of the company, agency or government entity for which the work was performed with contact information (reference name, phone number and e-mail address). Include a quantifiable amount (percentage) of the project your company contributed to the overall scope of work. Prime Contractor experience is required.� NO RESPONSES WILL BE ACCEPTED BY FAX OR MAIL. ALL RESPONSES MUST BE EMAILED to: Charnita G. Guy, charnita.e.grandison@usace.army.mil. Submittals are due no later than November 20, 2020. Submittals will not be returned. Telephonic responses will not be honored. This is not a Request for Proposal, only a Request for Information.
