Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This Request for Quotations incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-84 dated Nov 1, 2015. All responsible sources may submit proposals that will be considered by the agency. The contract will be awarded on a firm-fixed-price basis using simplified acquisition procedures in accordance with FAR Part 13.5. Past performance will be considered in the selection of the awarded vendor. The United States Coast Guard Surface Force Logistics Center has a requirement for the following: APPLICATION This technical order is applicable to all Coast Guard Seagoing Buoy Tender (WLB-225) Class Cutters hulls 206, 208, and 209 through 216. 2. PURPOSE This Engineering Change (EC) provides instructions by the OEM to replace the obsolete single point davit directional control valve (YMD-8071) with Appleton Marine model YMD-12846. 3. WHEN TO BE ACCOMPLISHED This EC shall be accomplished within 60 months upon receipt of this EC. Replacement will only be accomplished upon failure of the obsolete YMD-8071 directional control valve. 5. BY WHOM TO BE ACCOMPLISHED This EC shall be accomplished by Coast Guard Yard, Industrial Service Activity, or a commercial contractor. The IBCT Product Line PDM section shall coordinate the scheduling and execution of this EC for each asset. 6. WHAT IS REQUIRED a. Page 8 of 11 3. REQUIREMENTS 3.1 General. 3.1.1 CIR. The Contractor shall submit a CIR for the inspections listed in the following paragraph(s): ? Table 1, Task 1 3.1.2 Tech Rep. The Contractor shall provide the services of a qualified Tech Rep who is familiar with the Allied SPD model RAD 30-15.5 to do the following, on site: ? Advise on manufacturer�s proprietary information pertinent to the system. ? Assist with proper installation, calibration, and operation. ? Ensure compliance with manufacturer�s procedures and standards during DCV installation and operation. 3.1.2.1 Ensure the Tech Rep has a r�sum� of demonstrated experience with the system/equipment stated above. 3.1.2.2 Submit a copy of the Tech Rep�s r�sum� and a list of references to the COR at the Arrival Conference. 3.1.3 Protective measures. The Contractor shall furnish and install all protective coverings to seal off and protect all non-affected vessel's components, equipment, and spaces near the work area against contamination during the performance of work. Upon completion of work, the Contractor shall remove all installed protective measures, inspect for the presence of contamination, and return all contaminated equipment, components, and spaces to original condition of cleanliness. 3.1.3.1 Protective measures � hydraulic system(s). The Contractor shall maintain existing hydraulic system cleanliness and take all necessary precautions to prevent the introduction of contaminants into the hydraulic system. Immediately after disconnecting or removing components from the hydraulic system, the Contractor shall completely seal all openings to the rest of the system using caps for externally threaded connection points, bolt-on blanks, or taped-on discs/covers made of durable plastic or sheetmetal that is no less than 1/16-inch thick. NOTE Plastic bags may be used only when arrangement or configuration prevents the use of the other sealing methods specified above. 3.1.4 Interferences. The Contractor shall handle all interferences in accordance with SFLC Std Spec 0000, paragraph 3.3.5 (Interferences). Known interferences include, but are not limited to the following: ? Piping ? Electrical wiring ? Control stand 3.2 Tasks to be accomplished. The Contractor shall perform the tasks designated in Table 1 below in accordance with SFLC Std Spec 3042, SFLC Std Spec 5000, and applicable Tech Pub (TP 3652/SWBS 583/SECT B for 225� WLB B Class except for CGC OAK or 3720 for CGC OAK only). Note that if both documents are referenced in a task, the set of requirements from each must be met.
