- Description
- 1. The Millennium Challenge Corporation (�MCC�) and the government of Benin (the �Government� or �GoB�) have entered into a Millennium Challenge Compact for Millennium Challenge Account assistance to help facilitate poverty reduction through economic growth in Benin (the �Compact�) in the amount of three hundred seventy-five million (375 000 000) United States Dollars, (�MCC Funding�). The Government, acting through Millennium Challenge Account-Benin II (the �MCA Entity�), intends to apply a portion of the MCC Funding to eligible payments under a contract for which this Invitation for Bids (IFB) is issued. Any payments made under the proposed contract will be subject, in all respects, to the terms and conditions of the Compact and related documents, including restrictions on the use of MCC funding and conditions to the disbursements of MCC funding. No party other than the Government and the MCA-Benin II shall derive any rights from the Compact or have any claim to the proceeds of MCC Funding. 2. MCC�s funding is appropriated by the U.S. Congress and obligated to the Compact up-front, with no incremental or partial funding. So, when a contract is signed with an MCA Entity, money is already available to the MCA Entity and, for most contracts, invoices are paid directly to Contractors/Consultants/Suppliers by the US Treasury. 3. The Benin Power Program consists of four (4) Projects: (i) Policy Reform and Institutional Strengthening Project; (ii) Electricity Generation Project; (iii) Electricity Distribution Project; and (iv) Off-grid Electricity Access Project. The objective of the program is to increase the productivity and production for businesses, generate more economic opportunities for households and improve the capacity to provide public and social services by improving the quantity and quality of power supply. The Compact Program will be executed over a period of five (5) years upon the Compact Entry into Force (EIF). The Power Compact of Benin entered into force on June 22, 2017. This IFB is part of the activities under the Benin Compact Policy Reform and Institutional Strengthening Project. 4. This IFB follows the Compact General Procurement Notice N�10 posted on dgMarket on October 9th, 2020, UNDB Online on October 15th, 2020, on the MCA Entity website www.mcabenin2.bj on October 12th, 2020, and published in the local newspaper �La Nation� on October 15 and 19th, 2020 and �Le Matinal� on October 15th and 22th, 2019. 5. MCA-Benin II, acting on behalf of the Government of Benin, now invites Bidder�s to provide their best offer for the procurement related to the Selection of equipment suppliers to establish a testing laboratory for refrigerators and lamps. More details on the Goods and Related Services are provided at Section V (�Supply Requirements (Specifications for Goods and Related Services)�) of the bidding document. 6. The IFB is open to all eligible entities (�Bidders�) who wish to respond. 7. The procurement in reference consists of three (3) lots: - Lot 1: Measurement and test equipment for lamps safety and performance tests in compliance with the requirements of IEC standards 60968:2015, 60969:2016, 60081:2017, 62560:2015, 62612:2018 to be supplied to the Abomey-Calavi Polytechnic School (EPAC), with an indicative delivery time of 90 days; - Lot 2: Calm/still-air chamber for energy performance tests of household refrigeration appliances in accordance with the IEC 62552-X:2015 standard requirements, to be supplied to the National Agency for Standardization and Metrology (NASM), with an indicative delivery time of 180 days; - Lot 3: Measurement and test equipment for energy performance testing of household refrigeration equipment in accordance with the IEC 62552-X:2015 standard requirements to be supplied to the NASM, with an indicative delivery time of 90 days. 8. One or more bidders will be selected using the Competitive Bidding (CB) method as part of open bidding procedures, as described in the relevant sections of the Bidding Document. Bidders are informed that these procedures are governed by the MCC Program Procurement Guidelines (PPG), which can be found on the MCC website: www.mcc.gov. 9. The Bidding Document consists of: PART 1 � BIDDING AND SELECTION PROCEDURES : Section I � Instructions to Bidders (""ITB""): This section provides information to help prospective Bidders prepare their Bids; it also provides information on the submission, opening, and evaluation of Bids and on the award of Contracts; Section II � Bid Data Sheet (""BDS"") : This section sets out the particular requirements for the specific procurement and supplements the information included in Section I. Instructions to Bidders; Section III - Qualification and Evaluation Criteria: This section describes the criteria to be used to evaluate the Bids and select the Bidder to execute the Contract; Section IV - Bid Forms: This section contains the Bid Submission Form, Price Schedules for Goods, Bid Security, the Manufacturer�s Authorization (if required) and other forms, which are to be completed by the Bidders and submitted as part of their Bids. PART 2 - SUPPLY REQUIREMENTS: Section V - Specification of Goods and Related Services: This section includes the detailed list of Goods and Related Services, the Delivery and Completion Schedules, the Technical Specifications and the Drawings that describe the Goods and Related Services to be procured. PART 3 � CONDITIONS OF CONTRACT AND CONTRACT FORMS: Section VII - Contract Notices and Agreement: This section contains the notices to be sent to the Suppliers and the Agreement to be concluded between the MCA Entity and the Supplier; Section VI � General Conditions of Contract (""GCC""): This section contains the General Conditions of Contract clauses; Section VIII - Special Conditions of Contract (""SCC""): This section contains the form of those clauses of the Contract that supplement the GCC and that are to be completed by the MCA Entity for each procurement of Goods and Related Services. This section also includes an Annex to the Contract (Annex A: Additional Provisions) that contains provisions that are a part of the Government�s and the MCA Entity�s obligations under the Compact and related documents which, under the terms of the Compact and related documents, are required to be transferred onto any Supplier, Subcontractor or Associate who partakes in any MCC-funded procurement; Section IX - Contract Annexes: This Section contains annexes and forms that will be completed after award of Contract to the successful Bidder. 11. All Bids must be accompanied by a Bid Security by lot in the form and amount specified in the BDS. 12. The closing date and time for receipt of Bids is December 03, 2020 at 3:00 p.m. (Cotonou, Benin time). Please note that only electronic Bids will be accepted. Bidders are informed that the capability of their internet bandwidth will determine the speed in which their Bids are uploaded via the File Request Link. Bidders are therefore advised to commence the process of uploading their Bids via the File Request Link in good time before the bid submission deadline and submit their bid by the established deadline.
