Description
This single award indefinite delivery indefinite quantity (SAIDIQ) cost-plus-fixed-fee (CPFF) contract was awarded under the authority of 10 U.S.C. 2304(c)(3)(B), as implemented by FAR 6.302-3(a)(2)(ii), industrial mobilization; engineering, developmental, or research capability; or expert services,(to establish or maintain an essential engineering, research, or development capability to be provided by an educational or other non-profit institution or a federally funded research and development center.� Utah State University Space Dynamics Laboratory (USUSDL) is designated by the Department of Defense (DoD) as a University Affiliated Research Center (UARC) permitting award of a non-competitive sole-source contract under the authority of 10 U.S.C. 2304(c)(3)(B) in recognition of the value of a long-term strategic relationship and the obligation to maintain essential capabilities, as determined by DoD.��The proposed acquisition effort in support of the U.S. Army Space and Missile Defense Command (USASMDC) space portfolio mission falls within USUSDL�s eleven core competencies and is necessary to maintain a critical space domain sensor research, development and test capability in support of the Army�s space control mission area.��USASMDC�s mission is to develop and provide current and future global space, missile defense, and high-altitude capabilities to the Army, joint force, and other Government agencies supporting our allies and partners, and to enable multi-domain combat effects; enhance deterrence, assurance, and detection of strategic attacks; and protect the nation.� To meet its mission, USASMDC requires engineering and scientific expertise to identify and mature appropriate technologies and develop operational prototypes.� USASMDC also requires creation of technology, development of architectural concepts for rapid transition of maturing technologies to the field, analysis of current and planned systems and components, and systems testing and fielding support.� Additionally, USASMDC�s mission has expanded to include the development and operation of small satellites, miniaturized sensors and the ground and mission data processing required to support those systems.� In support of its mission, USASMDC has identified an alignment between the USUSDL eleven core competencies and its requirements.
