- NOTICE OF INTENT TO SOLE SOURCE Structural Design Software Development for Wind Response Research Announcement Type: Special Notice Announcement Number: NIST-NOI-21-00200 PSC Code: D308 � IT and Telecom � Programming Subject: Structural Design Software Development for Wind Response Research � Introduction This is a notice of intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested. Purpose The National Institute of Standards and Technology (NIST) intends to negotiate a firm-fixed priced purchase order on a sole source basis with Iowa State University of Science and Technology located at 515 Morrill Road, 1350 Beardshear Hall, Ames, IA 50011-2105. The purchase order will be for structural design software development for wind response research for the period from January 4, 2021 through August 31, 2021. Authority This acquisition is being conducted under the authority of FAR Subpart 13.106(b)(1) allowing the Contracting Officer (CO) to solicit from one source. The North American Industry Classification System (NAICS) code for this acquisition is 541511 � Custom Computer programming Services with a size standard of $30.0 Million. � Background The National Institute of Standards and Technology (NIST) Engineering Laboratory (EL) is developing a novel procedure for the performance-based design of structural members (beams, columns, etc.) subjected to direction-dependent wind loads. The procedure will incorporate EL�s Database-Assisted Design (DAD) approach into the widely used ETABS (Analysis and Design of Building Systems) software. This will result in a powerful software package enabling DAD�s unique safety and economy features to be part of general structural design practice, while also exhibiting two important ETABS features: automatic access to Building Information Modeling (BIM), and� the capability to� include modern optimization software for the selection of structural members� sizes. To achieve the requisite software development, support for the following is required: (i) development of software allowing the interfacing of DAD with ETABS, and (ii)� development of the requisite optimization software. Description The purpose of this acquisition is to procure contractor support services for the development and documentation of structural wind response research software. The software shall determine linear structural response of buildings to wind using the ETABS software and the Database-Assisted (DAD) approach. This is a follow-on to a NIST/Iowa State University collaborative effort that began under a National Science Foundation supported program. Sole Source Determination The sole source determination is based on the following: � The National Institute of Standards and Technology (NIST) Engineering Laboratory (EL) is developing a novel procedure for the performance-based design of structural members (beams, columns, etc.) subjected to direction-dependent wind loads. NIST began development of this procedure, including a specialized research software, with the Iowa State University via a National Science Foundation research internship. The research internship ended early due to COVID-19 safety concerns so the procedure is not yet complete. In order to complete development of the procedure and associated research software, NIST requires support from Iowa State University; only this contractor has the ideas upon which the collaboration with NIST was based and use of any other contractor would jeopardize scientific research integrity. Accordingly, only Iowa State University is capable of meeting the Government's needs.
