- PUBLIC NOTICE This document serves to provide public notice of the Government�s intent to issue a sole source award to ProQuest LLC. A solicitation document will not be issued and proposals will not be requested. The Acquisition Services Directorate, Interior Business Center, intends to award on a noncompetitive basis, in accordance with FAR 6.302 to ProQuest LLC. Only one responsible source will satisfy the agency requirement. This is a notice of intent in accordance with FAR 5.101 and 5.207. DESCRIPTION: This is a public notice for a Single Source procurement using Simplified Acquisition Procedures via a firm fixed price contract (FFP) with ProQuest LLC for an Online Database for the Department of the Interior (DOI), Office of Facilities and Administrative Services located at 1849 C Street, NW, Washington, D.C. The anticipated award date is November 30, 2020. As a means of fulfilling its mission, the Department of the Interior Library identified a need for DOI employees to have access to an online subscription database providing searchable, digitized, full-text access to current and historical Congressional reports, hearings, committee prints, and documents; as well as full prepared legislative histories and texts of bills. We also identified a need for full-text access to official Congressional Research Service reports consisting of research reports (from brief summaries to full-length studies) prepared by subject experts for Members of Congress on a wide range of topics, such natural resources, Federal case law, the environment, and energy policy, just to name some relevant to the mission of the Department of the Interior. ProQuest purchased exclusive rights to digitize and provide searchable access online to Congressional Information Service (CIS) copies of House and Senate reports, hearing, prints, and documents dating back to 1824, as well as CIS�s copies of Congressional Research Service reports dating back to 1916. Access to these resources provide Departmental employees with the context behind Congressional legislation later passed into law, so as to get a full understanding of its legal intent and how the law is to be implemented. ProQuest�s Congressional Collection database allows Departmental employees to have digitized, searchable, full-text access to these Congressional reports, hearings, documents, and prints as well as Congressional Research Service reports. This access is needed so that Departmental employees can get a full interpretation of laws and legislation needed to conduct current litigation and draft new policy and regulations.
