Description

NOTICE OF INTENT TO SOLE SOURCE EXTERNAL REVIEW OF BASIC RESEARCH PROPOSALS The U.S. Army Corps of Engineer (USACE), Engineer Research and Development Center (ERDC) Contracting Office (ECO) intends to issue a sole source award to Hydrogeologic, Inc. (HGL), 11107 Sunset Hills Rd., Suite 400, Reston, VA 20190-5375.� HGL built and maintains a custom-built and complex web-based proposal review, evaluation, and scoring database that was designed for ERDC Basic Research External Review process and has been successfully used for the past 21 years.� The system includes user interfaces for reviewers to provide scores and comments for individually assigned proposals and separate user interfaces for HGL administrators to access proposal scoring results and custom-built management reports that provide proposal rankings and detailed proposal review information.� HGL has the knowledge base required for external reviewer identification for the ERDC Basic Research topics and coordinating the external proposal review process in an accelerated timeframe for this specialized service.� The process for the annual Basic Research External Review begins in December 2020 leaving insufficient time to train a new contractor in the necessary requirements of the contract.� In addition, a new contractor would be required to build the complex web base, from the ground up, which would result in an extensive amount of delays. Hydrogeologic, Inc. is the only vendor capable of providing the required services.� Specifically, the original contractor is deemed to be the only responsible source to provide these services because award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition and unacceptable delays in fulfilling the agency�s requirements.� The Government intends to procure from only one source under the authority of FAR 13.106-1(b)(1)(i).� This notice of intent is for information purposes only.� This notice is not a request for competitive quotes or proposals.� A solicitation will not be issued.� However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.� The information submitted must be provided in sufficient detail to demonstrate the vendor�s ability to fulfill this requirement. The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
