- Mission Engineering & Analysis Department (MEAD) Industry Day for N0042117D0036 follow-on INTRODUCTION The Mission Engineering Analysis Department (MEAD), part of the Digital Analytics Infrastructure and Technology Advancement (DAiTA) Group, at the Naval Air Warfare Center � Aircraft Division, Patuxent River, MD is hosting a virtual industry day in relation to upcoming competitive opportunities. This industry event is specific to the follow on competitions related to current contract N0042117D0036. The intention of this industry day is to support market research purposes pursuant to Federal Acquisition Regulation (FAR) Part 10 and to provide a forum for industry questions prior to the final development of the solicitation packages. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS ANNOUCEMENT IS STRICTLY VOLUNTARY. PROGRAM BACKGROUND The Mission Engineering & Analysis Department (MEAD), a department within the Digital Analytics Infrastructure and Technology Advancement (DAiTA) Group under the Naval Air Warfare Center Aircraft Division (NAWCAD), serves as NAVAIR�s competency and authoritative source for naval aviation warfare analysis, providing Modeling, Simulation and Analysis (MS&A) support to NAVAIR program offices, OPNAV, and the fleet for analytically defendable acquisition decisions and acquisition program execution. Within acquisition programs, warfare analysis is used to ensure engineering level performance and design are in fact meeting campaign, mission, and engagement level warfighting capability requirements. Using campaign, mission and engagement level models as a foundation, MEAD assesses weapon systems in the context of Major Combat Operations (MCOs) to support capabilities based acquisition. Additionally, the MEAD provides fleet technical support for the employment of weapons systems through the development of materials for the operator to safely and effectively employ the aircraft and its weapon systems, facilitating publication updates for new equipment authorized on aircraft as well as updating and maintaining published information for existing equipment and stores as well as the development of training products, courseware and curriculums and providing associated subject matter expertise. These activities are currently supported by NAWCAD Contract N0042117D0036. It is the intent of the Government to replace the existing contract with two separate contracts to be competed concurrently. The scope of work would be divided between Mission Engineering Analysis Support Services and Naval Aviation Weapons Systems Integration, Naval Air Training and Operating Procedures Standardization (NATOPS), Naval Aviation Technical Information Products (NATIPs) and Technical Support Services. DRAFT CONTRACT INFORMATION Mission Warfare Analysis Engineering Services: a. Indefinite Delivery / Indefinite Quantity Contract Structure b. CPPF / FFP to be established at the individual order level c. Five Year Period of Performance d. Non-Performance Based Level of Effort and Performance Based Completion Type Orders e. Possess a TOP SECRET Facility Security clearance with safeguarding up to SECRET and a corresponding Communications Security (COMSEC) account / Special Access Program (SAP) requirements / access to Special Compartmentalized Information Facilities may be required. f. 20 percent of work to be performed at Government site / 80 percent at Contractor site g. Proposed North American Industry Classification System (NAICS) under consideration: 541330, 541715 h. Proposed Product Service Codes under consideration: R425, AC13 i. Notional Scope / Requirements Areas: 1. Warfare analysis and assessments 2. Analysis of Mission Level integrated architectures 3. Acquisition analysis and assessments 4. Modeling, Simulation and Analysis 5. Data collection, analytics and maintenance 6. Programmatic support 7. MEAD organizational / business support j. Anticipated Number of FTEs annually: 30 - 50 Naval Aviation Weapons Systems Integration, NATOPS, NATIPS and Technical Support Services: a. Vendor are also requested to include a list of preliminary questions they believe should be addressed in our industry event.
