- This Market Survey/Request for Information (RFI) is being issued in accordance with the Federal Aviation Administration (FAA) Acquisition Management System (AMS) Policy 3.2.1.2.1. GENERAL INFORMATION Name: Troy Teachey, FAA Contracting Officer Organization: En Route and Terminal Contracts Division, Surveillance Branch (AAQ-210) Region: FAA Headquarters E-mail: Troy.Teachey@faa.gov �� Procurement Method: Request for Information INTRODUCTION The SENSR Program is conducting an assessment between now and February 2021 consisting of the following efforts: Revising performance requirements to align with Technical Panel guidance on comparable capabilities; A feasibility assessment for retuning existing Air Route Surveillance Radar Model 4 (ARSR-4) and Common Air Route Surveillance Radar (CARSR) systems to L-Band frequencies outside of the 1300-1350 MHz band in order to expedite vacation of the auctioned band; and A market analysis corresponding to potential end-state solutions with a priority on Long Range Radar (LRR) operating in the 1240-1300 and 1350 -1390 MHz band.� PURPOSE The purpose of this RFI is to obtain targeted industry input on the following two objectives as described in the associated attachments. Identify LRR commercial off-the-shelf (COTS) L-band products as replacements for 44 legacy ARSR-4 radar systems, as well as only those CARSR radar systems that cannot be retuned out of the 1300-1350MHz band. Understand whether these COTS L-band products have an existing interface to a cooperative surveillance sensor, and if so, how that interface works. Determine the extent to which LRR COTS products meet or exceed ARSR-4 performance requirements. Understand the scope of modifications and/or development, if required, to both meet ARSR-4 requirements and ensure sustained functionality of cooperative surveillance capabilities. Prior to receiving access to this information, any vendors who wish to review this information must request the documents and passphrases from the SENSR Contracting Officer no later than Friday, October 16, 2020. Vendor requests must include the following: Vendor name and address Data Universal Numbering System (DUNS) number Taxpayer Identification Number (TIN) PREPARATION INSTRUCTIONS� Replies to this RFI must be self-contained (i.e., no web links to additional documents), submitted electronically follow the outlines and/or instructions as indicated below, and completely respond to the RFI objectives and associated attachments. The Government is only seeking responses from LRR manufacturers with capable ARSR-4 replacement systems and technologies operating in the L-band. Format and Structure Responses must not exceed 30 pages Pages should be single-sided Paper Size � 8.5� x 11� paper Margins � no less than 1 inch Spacing � single-spaced Font � Times New Roman, 12 point.� Titles must not exceed 14 point.� Text embedded within graphics, diagrams, or tables may not be smaller than 10 point. The response must be signed by a company employee who is authorized to speak on behalf of the company. RFI-related questions must be provided to the Contracting Officer no later than 4:00 p.m. (EST) on Friday, October 16, 2020. Industry responses to this announcement must be received by the Contracting Officer no later than 12:00 PM EST Friday, November 13, 2020. Any proprietary materials submitted in response to this announcement must be marked accordingly and will be protected by the Government to the fullest extent possible. The Government will not reimburse industry for any expenses incurred in reviewing and responding to this RFI and corresponding documents. The responses to this RFI will be used for informational purposes only. This is not a Screening Information Request (SIR) or Request for Proposal (RFP) of any kind. The Government is neither seeking nor accepting proposals at this time. Further questions received post the SENSR Informational Discussion held on September 29th will be addressed in a future posting. CLASSIFICATION OF INFORMATION If your company�s response will contain classified national security information, please notify the Contracting Officer in writing prior to submission of the response. Such notification must be provided not later than 15 calendar days prior to your submission. Responders will include the anticipated classification level of their response in this notification.
