CLIN 0001: Google Chromebox for Meetings Annual License This Solicitation is a Request for Quote (RFQ) for Commercial Items prepared in accordance with the format in Subpart 12.6, supplemented with additional information included in this notice. FAR Part 13 Simplified Acquisition Procedures are utilized in this procurement. This announcement constitutes the only solicitation that will be issued. The Government anticipates awarding a Firm-Fixed Price Purchase Order resulting from this solicitation. This procurement will use NAICS code 517911, Telecommunications resellers, the size standard is 1,500 employees.� Instructions, Conditions, and Notices to Bidders A. GENERAL INSTRUCTIONS This Request for Quote (RFQ) is for a Firm-Fixed Price Purchase Order. Quotes are due in electronic format via email no later than 10:00 AM EDT, November 9, 2021 to robyn.jones@noaa.gov. The email must include the name of your organization, along with the name and phone number of the individual authorized to sign official documents with respect to this RFQ. Questions shall be submitted by 10:00 AM EDT on November 4, 2021. Questions concerning this RFQ shall be made in writing to robyn.jones@noaa.gov with the RFQ number 1305M421QNAAJ0005 in the subject line. Please be advised that questions that do not have the appropriate reference information may not be answered. The Government will attempt, but does not guarantee, that it will answer questions submitted after the date specified above. Regardless of when posed, all answers to questions not involving proprietary information will be answered via formal amendment to the RFQ by posting https://beta.sam.gov/. NOAA will not attribute the questions to the submitting Quoters, but the text of the questions and answers will be made available to Quoters, if requested. All quotes shall be exclusively submitted in electronic format as specified above. The Government does not authorize submission of hard copy, telegraphic or facsimile quotes for this RFQ. The Quoter shall mark the electronic file with the RFQ Number 1305M421QNAAJ0008. Quote Submission: The offeror shall submit: A complete pricing matrix for a firm fixed price order as indicated in section B.� Signed Price Quote- The Cover Page shall include solicitation document number, total price(s); a POC (name and telephone number); delivery date (delivery date is of the utmost importance); the applicable NAICS code; and payment terms. Copy of Quoter�s registration in www.SAM.gov (System for Award Management) including any certifications under FAR 52.212-3, FAR 52.204-24 and FAR 52.204- 25, FAR 52.204-26. Signed 1449 Evaluation Factors for Award Addendum to FAR 52.212-2 - Evaluation -- Commercial Items (Oct 2014) (a) The Government intends to award a single purchase order resulting from this solicitation to the responsible Quoter whose quote conforming to the solicitation will be most advantageous to the Government, price and non-price factors considered. The non-price factors are Technical Acceptability and Price. (b) The following factors shall be used to evaluate quotes and are listed in descending order of importance: Technical Acceptability of the supplies and services offered to meet the Government requirement. This section shall address the products Quoter will supply (product descriptions/part numbers, warranties, etc.). � �Price - Once technical acceptability has been established, award will be made to the contractor with ����the lowest total evaluated price. Total evaluated price is for evaluation purposes only. (b) A written notice of award or acceptance of an offer, sent electronic mail or otherwise furnished to the successful Quoter within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer�s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. Basis of Award NOAA will award a single, firm-fixed priced purchase order to the responsible Quoter whose quote conforming to the solicitation is lowest priced technically acceptable offer.�
