- Description
- This is a PRESOLICITATION NOTICE, Solicitation 75H70121Q00012 for a construction project for the Indian Health Service (IHS).� This project will be procured as a 100% Small Business Set-Aside solicitation under North American Industry Classification System (NAICS) code 237110 Water and Sewer Line and Related Structures Construction.� The associated size standard for this procurement is $39.5 million. The Government anticipates releasing the solicitation on or about late-November 2020 with proposals due at least 15 calendar days after solicitation issuance.� This date is subject to change.� A full scope of work, plans and specifications and Davis Bacon Wage Determination will be included in the solicitation documents.� Hard copy documents will NOT be available � all documents for proposal purposes will be posted at https://beta.sam.gov/ for download by interested parties. SUMMARY OF SCOPE OF WORK:� This project is for the replacement of an individual gravity septic system with a failing drainfield on fee land in Thurston County, WA. The existing 1,200-gallon septic tank will be tested for water tightness. If found to be watertight and in good working condition, it will be reused. If not, the tank will be pumped and abandoned and a new tank installed. The proposed replacement septic system is to consist of a 2-compartment concrete septic tank, a concrete pump chamber, sewer force main transport pipe, and three sand beds with lateral distribution pipes. All excavation and backfill to be included in costs. The contractor is responsible for utility locates and necessary permits. The contractor must be a licensed septic installer in Thurston County, WA. Work Requirements: The septic system installation shall include: Mobilization and Demobilization Installation of approximately 45 linear feet of 4� SDR 35 PVC solid sewer pipe Installation of one underground double-sweep cleanout Installation of a 1,150-gallon concrete pump chamber Installation of approximately 185 linear feet of 2� Schedule 40 PVC force main Installation of 750 square feet of sand bed drainfield Water tightness testing of existing septic tank Optional Items (contingent on results of water tightness test for existing septic tank): Installation of a 1,150-gallon 2-compartment concrete septic tank Pumping and abandonment of existing 1,200-gallon septic tank LOCATION OF PROJECT:� All work shall be performed on the homeowner�s property at 10427 Mullen Rd. SE, Olympia, Washington 98513-9301; Thurston County. TERO fees do not apply. CONSTRUCTION DURATION:� Period of Performance is 45 calendar days after issuance of a Notice to Proceed. CONSTRUCTION MAGNITUDE: In accordance with FAR 36.204, the magnitude of this construction project is anticipated to be between $25,000 and $100,000. SITE VISIT:� Upon release of the solicitation, site visits may be scheduled by contacting the homeowner directly.� Contact information and any further details regarding site visits will be included in the solicitation. CONTRACT TYPE:� The Indian Health Service intends to award a Firm Fixed Price (FFP) construction contract in support of this requirement. For the purposes of this procurement, a concern is considered a small business if its average annual revenue for the last three (3) years is less than $39.5 million.
